Deloitte’s Four-Layer Framework for Cloud Sovereignty
 

Deloitte has developed a cloud sovereignty framework that seeks to offer a systemic view to ensure end-to-end compliance, data protection, and operational resilience across the full stack.

Cloud sovereignty can be analyzed through Deloitte´s framework which consists of four layers: Operations, Data, Software and Infrastructure, and an additional cross Security layer.

A major investment for European Digital Sovereignty
 

The latest step in AWS's continuum of sovereignty solutions is the AWS European Sovereign Cloud. Launching by the end of 2025, AWS announced plans to invest €7.8 billion in the AWS European Sovereign Cloud in Germany until 2040. The AWS European Sovereign Cloud will provide a fully independent cloud infrastructure designed specifically to help public sector organizations and customers in highly regulated industries meet their evolving sovereignty needs.

 

Operational autonomy
 

The AWS European Sovereign Cloud will operate as a physically and logically separate region from AWS's other commercially available regions. It will be operated independently from existing regions and all operational support, including customer service and technical support, will be provided by EU residents, located within the EU.

 

Service consistency
 

Another of the AWS European Sovereign Cloud key strengths will be its consistent experience with other AWS regions. Customers will be able to use the same services, architecture, APIs, and tools across the AWS European Sovereign Cloud and existing AWS regions. From its launch, the AWS European Sovereign Cloud will offer a comprehensive suite of services in categories such as artificial intelligence, compute, containers, database, networking, security, and storage. Together, Deloitte and AWS enable clients to unlock the value of Cloud Sovereignty.
