Stricter requirements in RUT

ID, accommodation and documentation rules

Denmark has strengthened oversight of foreign service providers through new RUT requirements. Workers must now carry valid ID, and accommodation inspections are underway. From January 2026, companies posting third-country nationals must upload service agreements, contracts and work permits to RUT.

Important changes to the Register for Foreign Service Providers (RUT)
In November 2024, the Danish Parliament adopted new registration requirements for foreign service providers operating in Denmark through the Register for Foreign Service Providers. 

These requirements are being implemented in phases throughout 2025 and 2026. 

In effect since 1 January 2025 – New identification requirements:

  • All employees working in Denmark must now be able to present valid identification to the Danish Working Environment Authority (Arbejdstilsynet) upon request
  • The Danish Agency for International Recruitment and Integration (SIRI) has been granted authority to require identification during inspection visits
  • Failure to comply with these requirements may result in enforcement notices and fines

In effect since 1 July 2025 – Increased focus on accommodation conditions:

  • The Danish Working Environment Authority has been granted authority to inspect employee accommodations
  • These inspections are authorised under the Act on Accommodation of Employees (lov om indkvartering af ansatte)
  • Compliance focus: Inspections will verify that accommodation meets required standards for posted workers

Coming into effect 1 January 2026 – Increased documentation requirements:

  • Foreign companies posting non-EU/EEA citizens to Denmark will need to upload the following documents to RUT: 
    • Service agreement between the foreign company and the Danish principal/client
    • Employment contracts for the non-EU/EEA citizens who are posted to Denmark
    • Residence and work permits for the employees in question

  • Confirm accommodation standards: Ensure that current arrangements meet Danish requirements
  • Immediate action required: Gather and prepare documentation for non-EU/EEA citizens who are posted to Denmark after 1 January 2026
