Deloitte provided technical assistance, performance monitoring, outcome evaluation, and case studies for two diabetes and heart disease recipient programs.

Our impact:

• Implemented a mixed-methods evaluation that includes analysis of recipient progress and in-depth interviews with health departments and partners. Synthesized data across sources to develop Program Snapshots and Recipient Profiles.
• Identified health systems to participate in a rapid screening and assessment to study the use of telehealth for CVD prevention and management.
• Developed and field-tested health equity indicators relevant for understanding the causes of CVD disparities, such as neighborhood characteristics, racism, and sexism.

Deloitte collected data on the impact of COVID-19 on the social, emotional, academic, and mental health of the K-12 community. We designed and developed multiple data collection methods to understand (1) what COVID-19 mitigation strategies are used in schools to prevent, slow, and contain its spread across the country; (2) facilitators and barriers to implementing the strategies; and (3) additional tools and resources needed.

Our impact:

• Data were collected from 2,485 K-12 teachers and 7,036 parents via cross-section web panel surveys, three focus groups, and 229,171 social media posts to understand factors affecting parent mental health and teacher mental health and identify recommendations to improve mental health for these groups.
• Provided new insights to improve successful implementation of COVID-19 prevention strategies in K-12 settings and create safer in-person learning environments.

Deloitte evaluated the adoption and implementation process, outcomes, and scalability of vaccine two-dimensional (2D) barcode scanning to record administered vaccines. We sought to identify strategies to improve scanning rates and assess changes in accuracy and efficiency.

• Tested strategies to maximize scanner use by assigning 27 health clinics/pilot sites within a large health system to one of four groups: training only, commitment card, scanning report, or a combination.
• 72,000 vaccine records were assessed for completeness, accuracy, and scanning.
• Evaluated nudge strategies to increase practitioner participation and developed an implementation “how-to” guide based on findings.

Deloitte assessed successes and challenges of managed care in the Military Health System. Our team studied the functionality and efficiency of health care across military treatment facilities. Our survey research helped military leadership evaluate the effectiveness of their managed care program.

Our impact:

• Administered multiple statistically representative surveys and public opinion polls.
• Provided survey solutions related to study design, sampling strategies and weighting plans, phone and web data collection, quantitative and qualitative analysis, data visualization and infographics, reporting and presentation of results.
• Research findings guided military health stakeholders in their decision-making with regard to services for beneficiaries, policies for staff members, and other critical operational questions.
• Results and findings have been presented at multiple academic and professional conferences.

Deloitte conducted in-depth monitoring and evaluation of the U.S. health care system’s emergency response and preparedness for a federal agency.

Our impact:

• Evaluated the U.S. health care system’s preparedness to respond to Ebola and other special pathogens, in addition to overall preparedness and response capabilities.
• Developed new performance measures aligned with programmatic goals of the hospital preparedness program.

Deloitte conducted an exploratory study on opioid misuse risk factors to assist a state health department’s response to the opioid epidemic.

Our impact:

• Performed a descriptive analysis of five million individuals and developed machine learning models to predict the likelihood that a person is opioid-involved and identify the top 10 features associated with opioid involvement.
• Analyzed factors associated with Medication-Assisted Treatment.
• Created dashboards visualizing information related to risk factors, treatment efficacy and outcomes, and geographic variations in population-level risk in order to explore the findings in detail.
• Delivered an opioid analytics solution, integrating disparate databases to understand local impacts of epidemic and inform opioid-related policies.

Deloitte investigated the association between common sociodemographic, behavioral, and military-specific predictors and common self-reported behavioral health indicators (stress, anxiety, depression) among active-duty personnel.

Our impact:

• Designed and delivered the military Health Related Behaviors survey for over 54,000 Active Duty and Reserve Component personnel and analyzed and visualized results.
• Built multiple logistic regression models using weighted data to investigate associations between deployment and behavioral health indicators among active-duty personnel.
• Results may be used to support the design of well-being programs for military personnel, including the unique needs of non-deployed personnel to better reflect the needs of the total force.

Deloitte assessed the successes and challenges of a capacity-building intervention and training for HIV prevention in Tanzania. Our team used findings to make recommendations for future capacity building programs.

Our imapct:

• Conducted a utilization-focused evaluation to demonstrate how the program could be linked to clinical and population outcomes.
• Identified new opportunities for program improvement including: streamlining HIV/AIDS reporting, decentralizing operations, increasing financial sustainability, and strengthening the project’s network.

Deloitte supported the design, development, and evaluation of a training focused on health care resources for servicewomen leaving Active Duty.

Our imapct:

• Leveraged human-centered design and adult learning best practices to develop and pilot a training course for transitioning to civilian life, including developing all curriculum materials (comprehensive women’s health handbook, slide deck for the 5-hour course, trainer guide, and supplies for interactive activities).
• Set up the foundation for program evaluation, including developing the evaluation design, logic model, data collection tools, performance measurement plans, etc.

Deloitte performed an exploratory analysis into the sources and root cause of unemployment insurance improper payments and fraud in five different states, conducted formative research and behavioral analysis of the factors that influence compliance, and designed behavioral interventions. Our team also created implementation and evaluation plans for behavioral interventions, provided technical assistance to state agencies as interventions were implemented, worked with state agencies to collect and analyze outcome data, and reported on evaluation results.

Our imapct:

• Conducted formative research into the sources and root causes of unemployment insurance improper payments using state and federal data sources using stakeholder workshops, interviews, and observations to better understand the claimant journey and state-specific challenges.
• Performed behavioral analyses to develop testable working theories with consideration to the individual, environmental/design, and social factors influencing the behavior.
• Designed more than 20 evidence-based behavioral interventions to encourage claimants to report data more accurately and voluntarily to the state using an approach that balanced preventing benefit overpayments with limiting the burden on the eligible claimant population or increasing workload on staff.
• Developed evaluation plans for each of the pilot sites and interventions, to test behavioral messaging with claimant and employer populations, including randomized controlled trials (RCTs), other A/B tests, and pre-/post-test evaluations and other comparison group studies.
• Collected and analyzed qualitative and administrative data to study the effectiveness of the intervention on claimant comprehension and on the percentage of continued claims with reported earnings.

Emily Barkin is a Senior Manager within Deloitte’s Federal Human Capital (HC) Practice. Her HC portfolio of global and domestic public health projects spans Health Training, Communications, and Evaluation; Program Evaluation; and Health Systems Strengthening solutions. She excels in mixed methods research design, focusing on strategic goal setting, indicator development, data analysis and visualization, reporting, and continuous quality improvement (CQI). She has strengthened program operations by improving data collection, quality, and use for decision-making, and by helping clients strengthen internal data processes to demonstrate program impact. Emily has led Training Design, Delivery, Evaluation, Communications, and CQI for VA; Program Evaluation for CDC; Global Health Systems Strengthening projects in Mozambique, Haiti, and Tanzania for USAID; Research, Analytics, and Evaluation program management for FEMA; and Quality Assurance for the State of Virginia. Emily is a graduate from the Johns Hopkins Bloomberg School of Public Health and is fluent in Spanish and Portuguese.

Dr. Sarah Godby is a health-focused behavioral scientist with more than 18 years of health research experience. She has served as lead researcher for more than 20 research projects and provides scientific and technical expertise on survey research, behavioral science research methods, data analysis, and reporting.

Dr. Godby also serves as a leader of Deloitte’s Behavioral Insights Community of Practice, where she provides subject matter expertise and oversees the development of behavioral insights thought leadership and training materials as well as offerings to help apply behavioral science to client problems.

Dr. Godby earned a Master’s degree in public communications from American University and a PhD in social and behavioral sciences from the Johns Hopkins Bloomberg School of Public Health.

John Zimmerman has led projects across the Centers for Disease Control and Prevention (CDC) for the past 7 years that feature data modernization, survey modernization, advanced analytics, data integration, product development, and custom complex data visualizations. John Zimmerman has more than 15 years of experience in Advanced Analytics, Data Engineering, Operations Management, Public Health Emergency Response, and Public Health Research supporting Federal and State/Local agencies (CDC, City of Atlanta, USAID, WHO). John has proven experience translating data science and big data approaches to the public health science space at CDC for multiple stakeholders.

Dr. Jessica Nadler is a Managing Director with Deloitte Consulting and brings experience managing contracts across Federal Health Agencies. She focuses on data-informed strategy and policy, as well as their implementation, to improve outcomes for communities across the country. In her consulting career, Dr. Nadler has worked across translational medicine, patient centered care, public health grants portfolio strategy, and health information technology and currently leads Health Equity in Deloitte’s Federal Health Practice. As a geneticist, she served as an Assistant Professor at the University of North Carolina at Chapel Hill, where she focused on developing models of behaviors associated with autism. Dr. Nadler was also a Science & Technology Policy Fellow at the American Association for the Advancement of Science, within the Department of Health & Human Services. She holds a BA in biology from the University of Pennsylvania and a PhD in genetics from the University of Washington.

Dr. Patrick Koeppl is a Deloitte Consulting Managing Director working across public health with federal, commercial, and non-profit clients. He is a social research specialist and has extensive experience with quantitative and qualitative public health policy, research, and evaluation projects. His key areas of specialization include designing, implementing, and analyzing research and evaluation project, including marketing and health communications research, behavior change initiatives, stakeholder analyses, quantitative and qualitative studies (including focus groups and ethnography), survey research, and programmatic evaluation. With more than 27 years’ experience in conducting social and behavioral research and evaluations in a variety of settings, he has demonstrated expertise in a wide range of public health initiatives including military health, mental health, risk communications, regulatory research, cost benefit analyses of health plans, cancer research, and physician and prescriber practices. He holds a BA in anthropology from the University of Notre Dame, an MA in applied cultural anthropology from Northern Arizona University, and a PhD in behavioral and community health from the University of Maryland’s School of Public Health.

Dr. Cathy Lesesne is a Human Capital Specialist Executive and serves as a Human Capital leader for Deloitte's Evaluation and Research for Action capability. She has more than 20 years of experience leading & designing public health evaluation and research initiatives. Trained in community psychology (PhD) and public health (MPH), Cathy has held leadership roles on numerous rigorous program evaluations & applied research projects, designed and implemented prevention initiatives, and supported a wide range of federal grant programs with training, performance monitoring, evaluation, and evaluation technical assistance.

In her previous roles as Vice President in public health at ICF and as a senior scientist for 11 years at the Centers for Disease Control and Prevention (CDC), Cathy has provided scientific and senior management across public health including: sexual and reproductive health, school health, chronic disease prevention, child welfare, mental health, childhood obesity, non-profit health services, and training/capacity building. She has more than 40 peer-reviewed publications and is a member of the American Evaluation Association. She holds a PhD in community psychology from Georgia State University and an MPH from University of South Carolina.

Dr. Jenica (Huddleston) Reed is an experienced leader in designing evaluations and drawing actionable findings to inform program, policy, and governmental decision-making. She has more than 20 years of experience designing research and evaluations, developing data collection and analysis methodology, providing technical assistance, and building evaluation capacity.

She holds a Doctorate in Public Health, with an emphasis on evaluation, from the University of California, Berkeley and a Master's degree in Child Development and Bachelor's in Psychology from the University of California, Davis. Dr. Reed has multiple peer-reviewed articles, across a variety of content areas, including in the American Journal of Evaluation, American Journal of Health Promotion, Vaccine, Journal for Healthcare Quality, Journal of Nursing Care Quality, and Computers, Informatics, Nursing. For the past decade, she has served as the Topical Interest Group (TIG) Leader/Chair for multiple groups with the American Evaluation Association.
