Deloitte Offers New Digital Solutions to Accelerate States’ Medicaid Compliance

Deloitte’s deep experience and technology powered by AI are helping Medicaid leaders navigate change

NEW YORK, Aug. 7, 2025 — Utilizing advances in cloud and agentic AI, Deloitte has built a new suite of assets and accelerators that can be configured to specific state processes and policies to help Medicaid directors comply with new community engagement requirements mandated by federal law. These cost-effective solutions can seamlessly scale, analyze and execute complex business functions to enhance constituent services and support case managers who will need to conduct more periodic income checks and verify work or service hours.

“We are excited to help our state Medicaid clients lead with the same innovation and speed that defines the world’s top tech companies,” said Kenny J. Smith, national HHS leader at Deloitte. “Our tailored strategies and AI-powered tools can simplify operations, prioritize intelligent workflows, and reduce the administrative burden on both state workers and the people they serve.”

As a market leader, Deloitte is known for using the latest digital technologies and agentic AI to quickly enable mission-critical transformations and help states comply with ever-evolving legislative and policy changes.

What’s New: Deloitte is offering clients a suite of innovative AI solutions to integrate government services and support more effective program compliance. These include Deloitte-built platforms such as NextGen360TM, a cloud-native, modern and automated verification service; GovConnectTM, a collection of multi-tenant solutions that natively run on cutting-edge platform technologies from Salesforce, ServiceNow, Snowflake and others; and Zora AITM, a platform of ready-to-deploy AI agents, built on NVIDIA AI Enterprises software platform, that can boost productivity and efficiency, drive more confident decision-making, and utilize a multi-tenant approach to enable more robust analytics and accuracy. To support states that are looking to minimize changes to existing systems, and meet implementation timelines, Deloitte is also utilizing a multi-tenant approach to solution components for community engagement.

During the unwinding of the Public Health Emergency (PHE), when the Centers for Medicare & Medicaid Services (CMS) updated ex parte guidance and authorized new waivers, Deloitte responded swiftly, delivering rapid system enhancements so Medicaid clients could take advantage of myriad opportunities to accelerate renewals, enhance constituent service, and better support their workers.

The impact of Deloitte’s collaboration with their Medicaid clients during the PHE is evidenced by the following statistics* from KFF and Georgetown University: Deloitte supported 3 of the 5 states with the lowest Medicaid disenrollment rates; 5 of the 10 states with the highest ex parte rates; 9 of the 15 states with the biggest gains in ex parte rates; and the state with the lowest administrative closure rate.

Deloitte’s solutions are anchored in an industry-leading knowledge base and shaped by a team of professionals, including former state Medicaid directors and seasoned subject matter specialists. Their deep experience inspires confidence that Deloitte’s tools are informed by real-world scenarios and leading practices.

These tools, along with Deloitte’s data and program analyses, are all designed to drive positive outcomes and provide state Medicaid clients with technology and information they can leverage now to benefit their workers and their constituents.
