Mike Whalen

Mike is a managing director in the Infrastructure and Capital Projects Consulting practice with Deloitte Transactions and Business Analytics (DTBA) LLP in Houston. He has more than 25 years of experience assisting some of the most prestigious owners and engineering, procurement, and construction (EPCs) to improve the delivery of their mission-critical capital construction programs. Mike has deep experience across all lifecycle stage gates including pre-Feed, Feed, FID, engineering, procurement, fabrication, construction, project controls, risk management, claims management, commissioning, close-out, and dispute resolution. He also has significant experience assisting owners and EPCs develop and implement fit-for-purpose project governance, execution, and support frameworks. Mike has led engagement teams on numerous significant engagements around the globe and served as an expat construction partner in Shanghai, China.
