Mark has extensive experience on a broad range of corporate tax matters, including taxable and tax-free acquisitions, cross-border transactions, spin-offs, bankruptcy restructurings, limitations on loss utilization, and the consolidated return regulations. Before coming to Deloitte, Mark was the deputy associate chief counsel (Corporate) for the Internal Revenue Service. In that role, he led the administration of the federal corporate tax laws, with executive responsibility for the review and issuance of regulations, revenue rulings, and private letter rulings. He also advised in controversy and enforcement matters.

Mark is a member of the Bloomberg BNA Corporate Tax Advisory Board and an adjunct professor at Georgetown University Law Center, where he teaches a course on the taxation of corporate reorganizations. He is a frequent panelist at tax seminars, including those presented by the American Bar Association.

Mark earned his BA from UC Berkeley and his JD and LLM in taxation from DePaul University College of Law.
