Adita Karkera

Dr. Adita Karkera is the Chief Data Officer for Deloitte Consulting LLP’s Government & Public Services practice, where she shapes data strategy to drive value creation and trust for public sector organizations. With over 25 years of industry experience, Dr. Karkera is an award-winning executive, Adjunct Faculty at Carnegie Mellon University, and a recognized thought leader in data literacy, advanced analytics, and responsible AI in government. She also steers the future of the data profession through board service, mentorship, and community engagement. Previously, Dr. Karkera was the founding Deputy Chief Data Officer for the State of Arkansas, where she launched the state’s first CDO office and served on the Governor’s COVID-19 Technical Advisory Board. Her leadership has garnered national accolades, including Data Leader of the Year by World Leaders in Data & AI, several Global Data Power Woman honors by CDO Magazine, and recognition from GovTech, StateScoop 50, and Washington Exec. Dr. Karkera continues to influence the data community as an active speaker and thought leader.

Ed is the Strategic Growth leader—Artificial Intelligence (AI) for Deloitte Consulting LLP’s Government & Public Services (GPS) Industry and the executive director of the Deloitte AI Institute for Government. He works with technology companies and other strategic partners to develop solutions harnessing the power of AI/ML for Federal, State, Local and Higher Education clients. With more than 25 years of experience in consulting and the public sector, Ed has served diverse clients such as the United States Postal Service, Internal Revenue Service, Office of Performance Management, and all branches of the United States military, helping them transform their organizations to better execute missions and utilize technologies.

Jason Manstof

Jason Manstof currently leads Deloitte Consulting LLP’s Government & Public Services (GPS) Strategy & Analytics (S&A) practice, comprised of 3,300+ passionate strategy and analytics practitioners located across the country. GPS S&A collaborates with federal agencies, state and local governments, and higher education institutions to bring integrated strategy, advanced analytics, and cognitive solutions and data assets to bear on clients’ most critical mission challenges. In leading the S&A practice, Jason is actively driving our continued rapid growth, delivering the #1 talent experience to our practice, and fostering a cohesive culture that builds and gives back to our broader communities. A core tenet of the GPS S&A practice, and one of Jason’s personal drivers, is helping clients unlock the value of data and AI to make key strategic choices and transform in the face of unprecedented disruption. His work with executives across the private sector and public sectors has helped improve mission effectiveness through data driven transformations. Recently, Jason was honored to receive the Service to the Citizen AwardTM as Industry Executive of the Year. Jason is a proud University of Florida Gator, having received his BS in Decision and Information Services, followed by an MS in Management of Information Technology from the University of Virginia. He currently lives in Washington, DC.

Robert Stradtman

Bob currently serves as the US Government & Public Services Regulatory, Risk, and Forensic Leader at Deloitte, where he is at the forefront of transforming how enterprises accomplish their missions. He combines deep industry expertise with innovative technology to help clients identify and reduce risks, optimize the regulatory lifecycle, and address complex challenges in an ever-evolving landscape. A Principal in Deloitte Transactions & Business Advisory, LLP with more than 25 years of experience, Bob’s focus is on helping agencies solve challenges impacting the heart of their missions such as protecting benefits, pursuing bad actors, and increasing transparency, while building strong operational support for the future. He advises on mission-critical issues such as managing financial portfolio risk; compliance with privacy and data management regulations and best practices; preventing program fraud, waste, and abuse; and responding to evolving threats to national security – all while bringing Al and automation to key business processes. Bob has extensive experience developing financial, operational, and governance capabilities to meet regulatory demands and optimize capital and operations. He has led large-scale funding and securities programs, managed distressed financial portfolios, and provided technical advisory to major federal agencies, commercial banks, law enforcement, and regulatory clients on transformation, compliance, and risk management initiatives. Prior to Deloitte, Bob led aspects of the capital markets function for a US-based Top 10 bank, executing more than 200 public and private securitization and other structured finance transactions. In addition, Bob has led and/or supported significant aspects of banking mergers and acquisitions and other financial services transformation initiatives. Bob is a member of the American Bankers Association, the American Securitization Forum, and the Professional Risk Management International Association.
