Financial services back-to-school briefing 2025

Taking stock of UK and EU financial services regulatory developments over the summer

Ready, steady ….

Wait for it. Policymakers were busy during the summer, and in the period running up to it. July and August saw a number of publications across a range of initiatives, including customer advice, mortgages, T+1, AI and digital assets regulation, the bank capital framework and motor finance. In many instances though what was published tees-up more detailed and substantive developments to follow later.

A key factor behind these developments was the political drive to stimulate economic growth. Most prominent was the UK Government’s Financial Services Growth and Competitiveness Strategy, unveiled in July, resulting in the largest one-day drop of consultations and policy announcements that we can remember.

However, during the course of the summer it also became clear that the process of translating political will into concrete regulatory initiatives remains in its early stages. A period of significant policy development lies ahead in both the UK and EU. The full impact of many initiatives on growth and firms will only become clearer in 2027 at the earliest.

As we head into autumn, there is a lot for firms to digest. In our view it is important that firms take time now to understand the implications for their business, strategic plans and operational capabilities. Our back-to-school briefing takes stock of the key themes emerging from July and August’s regulatory developments, and how senior executives can anticipate and respond to them effectively. The briefing covers:

  1. Boosting retail investment and access to finance
  2. Revitalising capital markets
  3. Innovation and resilience
  4. Good consumer outcomes
  5. Reconfiguring governance frameworks
  6. Reviewing bank and insurance capital frameworks
  7. Sustainable finance
  8. Tackling financial crime
