Recent developments by the Venezuelan Tax Administration have introduced significant changes aimed at simplifying procedures, digitalizing processes, and providing greater flexibility regarding certain formal taxpayer obligations. In this edition, we analyze two highly relevant regulatory measures: the reform of the regulations governing the Single Tax Information Registry (RIF) and the repeal of the approval regime for invoicing systems and fiscal documents. Both measures reflect the evolution of the administrative framework toward greater reliance on electronic tools and reduced operational burdens for businesses and taxpayers.
Discover the key changes introduced by these provisions and their implications for tax compliance in Venezuela.
The RIF reform modernizes and simplifies registry management through the use of SENIAT’s electronic platforms. Key changes include the elimination of the validity period for the digital RIF certificate and the removal of certain formal obligations, such as displaying the certificate at business premises. The regulation maintains the requirement to include the RIF Number on invoices, documents, and advertising materials.
SENIAT has repealed the approval and prior authorization regime applicable to information systems used for issuing invoices and fiscal documents. This measure eliminates technical requirements and approval procedures previously imposed on software providers, as well as the obligation for taxpayers to use only approved systems. As a result, businesses now have greater flexibility when selecting invoicing and tax compliance solutions.
