Victor is an insider risk management, cyber security strategy, and threat intelligence advisor with a focus on enterprise-level transformations in risk management. He has 20 years of combined experience in Canadian federal government security & intelligence, public and private finance critical infrastructure, and private global multi-national consulting services industries. He has helped organizations, including U.S. Fortune 500 companies, Canadian multi-national organizations, and Canadian federal government entities, implement insider threat mitigation, cloud security, and incident management strategies, programs and training, to manage risk and enhance organizational resilience.
As the CEO of the Canadian Insider Risk Management Centre of Excellence, and the Secretary General of the Insider Risk Practitioner Alliance, he is focused on fostering academic, private, and public partnerships to further academic research, practical skills training, knowledge sharing, and employment opportunities in the professional market to mitigate insider threats to critical infrastructure. His current research focusses on insider threat monitoring controls' association to incident outcomes.
