Keegan Castrillo is a Partner in Deloitte Canada’s Technology & Transformation practice, where she specializes in HR Strategy & Transformation and leads the firm’s National Payroll Advisory practice. Her experience spans enterprise-wide transformations, including large-scale HR and payroll system implementations, operating model redesign, and end-to-end program delivery across highly regulated and complex environments.
As Deloitte’s National Payroll Advisory leader, Keegan is deeply committed to elevating the payroll profession across Canada. She plays a leading role in shaping industry dialogue through her work with the National Payroll Institute (NPI), including co-leading research that highlights the evolving role of payroll, the growing complexity of compliance, and the need to modernize tools, talent models, and organizational positioning. Through this work, she advocates for payroll as a strategic business function—one that is essential to employee trust, operational resilience, and enterprise performance.
