Jennifer F. Cowley

Jennifer is a principal in Deloitte Consulting LLP’s US Government & Public Services (GPS) practice and the lead consulting partner (LCP) for the Office of the Secretary of Defense account. Jennifer has more than 25 years of experience leading organizations through significant workforce and organizational transformations. She brings human capital and program management expertise to drive successful change, with experience leading efforts across the government to include transformation planning and execution, workforce planning, technology modernization, business process improvement, and change management. She has supported clients across a spectrum of industries including public sector, defense, financial and professional services, telecom, and non-profit. Her current focus is on advising national security clients through large-scale mission and talent transformations to include harnessing the power of the future of work.
