The government has outlined its five missions to rebuild Britain: kickstarting economic growth, making Britain a clean energy superpower, creating safer streets, breaking down barriers to opportunity, and building an NHS fit for the future. The government’s Plan for Change, published in December 2024, sets out six milestones for this Parliament to deliver against the missions.
Deloitte has a long-standing commitment to developing delivery capability across government. We have worked with most departments to help establish and embed good delivery practice, through our Enabling Delivery Programme. We believe the government’s mission-driven approach provides an opportunity to focus on how government works together, and with its external partners, to deliver for citizens.
Over the last two decades, delivery units have become mainstream across government, first in the UK and increasingly globally. These units play a unique, strategic role – tracking delivery of key priorities, reporting to ministers on performance, and supporting intervention where necessary – but do not themselves develop policy nor deliver programmes.
While policy and delivery have their own professions and established mechanisms for networking and sharing experience, we see a gap at this intersection of policy and delivery. In response, Deloitte has developed the Enabling Delivery Programme for leaders of delivery units and related mission teams.
Now in its third year, the Enabling Delivery Programme provides tailored development designed specifically for leaders of delivery units and mission teams across government. Participants benefit from access to a peer network of fellow leaders facing similar challenges and opportunities, tailored Deloitte tools and methodologies, and a range of speakers and relevant practice elsewhere.
