At its heart, social investment is an approach to policy and operations that uses data, evidence and analysis to make strategic decisions about where to allocate resources. In recent years, New Zealand has made progress towards improving how government spending is managed. The focus has shifted from spending money to investing it more strategically.

However, there is still much work to be done. Government needs to embed social investment management disciplines to attract other sources of investment and funding, and create a more robust and sustainable ecosystem.
