The Netherlands leads this initiative with a strategic vision based on the National Energy System Plan (NPE) targeting milestones for 2035, 2040 and 2050. The Dutch approach is pioneering, offering a blueprint for other nations in sustainable energy transitions. It’s both comprehensive and multifaceted, and means evolving the current energy system beyond isolated or independent projects. It looks for interdependencies across many sectors, and aims for a well-rounded transition from where the nation is now, into the future.
The report advises on developing the energy infrastructure adaptively, acknowledging that there will be high uncertainty in the factors affecting future developments along the timeline of the plan’s implementation. What is certain, though, is that the report is relevant now.
On a practical level, the Netherlands is implementing strategic objectives to meet sustainable energy goals through robust and expanded infrastructure development, and by connecting supply in the form of wind farm production to demand by way of electricity or hydrogen. The hydrogen element of the plan envisages production through sea-based infrastructure, then transportation to land using converted existing gas pipelines.
The overall strategy requires considerable collaboration both domestically and internationally. The study alone has involved Deloitte leading a coordinated effort by specialist consultancies and businesses. The implementation would include other countries in North West Europe, and in full alignment with existing and emerging EU policies. The Netherlands aims to become a central energy hub in this region, and engage the private sector in the investments required to turn this energy transition vision into reality. This plan is novel, and should inspire other nations and regions around the globe to plan for and implement similar sustainable energy transition projects.
