AI is helping to transform operations at many of the world’s leading public organizations. It helps enable improvements such as making smarter and faster decisions, enhancing efficiency and responsiveness, and supporting outputs enhanced with data-driven analysis and insights. Recognizing AI’s potential to unlock powerful, actionable insights, a national government sought to put it at the heart of their digital transformation.
The client set out a bold digital ambition with a clear long term aim: to become a world leader in AI compute—a term describing the resources required for AI systems to perform tasks, run models, and make predictions—and a leading digital economy by 2030.
Central to this vision was becoming an “AI playground,” allowing users to interact and experiment with different AI models, develop and test prototypes, and fine-tune deliverables, all with remarkable speed. The AI playground would be shaped by a broad blueprint combining physical AI infrastructure with a dedicated AI Center of Excellence. Achieving this in the longer term also required a substantial increase in compute capacity enabling access to over 25,000 graphics processing units (GPUs).

The Deloitte team collaborated with the client as both an architect and a navigator, delivering an AI Center of Excellence and deploying its ReadyAI™ and Silicon2Service solutions to develop an effective AI strategy bridging vision and value.
Through data-driven demand analysis, the Deloitte team identified solution patterns and infrastructure requirements tailored to the client’s most relevant use cases.
What followed was a design-led approach:
Together, the Deloitte team and the client achieved measurable momentum and established a clear path toward realizing its AI ambition. This included identifying key AI use cases and high-performance computing categories, aiming for technology investments that align with strategic priorities. A detailed technology blueprint—integrating leading services from both global and local providers—establishing the infrastructure required for an AI Cloud Data Center.
With a detailed timeline and actionable roadmap, the client has a transparent view of the initiatives and milestones needed to reach its target state. Additionally, a detailed and wide-ranging procurement plan and cost model to provide confidence and clarity for scaling important services and infrastructure. The milestone marks the beginning of a long-term transformation—helping to enable the client to move from strategy and design to implementation, and ultimately, to scalable, enterprise-wide AI capabilities.
