The Irish government set out to provide Irish citizens with a single digital identity for accessing online government services. This single digital identity was required to leverage the benefits of the Department of Social Protection (DSP) Standard Authentication Framework Environment (SAFE) for identity verification, provide identity services at multiple Levels of Assurance (LoA), and ultimately provide users with a trusted system for accessing online government services.
Since the project’s inception, Deloitte has worked with the DSP and the Office of the Government CIO (OGCIO) to imagine, deliver, and run the MyGovID digital identity service, which was built on the Microsoft Azure platform and the Microsoft Azure AD B2C Customer Identity Access Management (CIAM) solution.
Deloitte worked with the MyGovID DSP-led team in the areas of Customer Identity Access Management (CIAM), business analysis, systems engineering, project management, enterprise architecture, quality assurance (including functional, performance and penetration testing), change management, operational support, UI/UX design, marketing, training, and communications. The MyGovID team used a persona-driven approach to develop the B2C CIAM solution that focused upon providing a positive citizen experience.
Complexity of engagement
Deloitte continues to work on the MyGovID project in a multi-vendor environment, requiring engagement with various teams and stakeholders within the DSP and OGCIO. The team also continues to work closely with the DSP Release and Environment Management team to refine and manage the MyGovID environment and release strategy, spanning Microsoft Azure subscriptions and on-premise environments.
Working with the DSP team, the team has implemented a high-availability systems architecture that helps enable citizens to access online government services 24/7. The team has also helped to ensure the recovery of the production system under various failure situations.
Value delivered
The MyGovID service has been instrumental in helping to drive and enable digital transformation across the Irish economy and society. As of January 2024, more than 4 million MyGovID accounts have been created, including 2.3 million MyGovID verified accounts and 1.9 million MyGovID basic accounts. Ten government departments currently use MyGovID with many more agencies and government departments on the roadmap for integration over the coming months.
Awards
MyGovID has won several eGovernment awards and is a key component of the government’s shared digital infrastructure. The ongoing success and importance of MyGovID has been highlighted in the Irish Government’s national digital strategy entitled ‘Harnessing Digital – The Digital Ireland Framework ’, which has set the target of ‘80% of eligible citizens using MyGovID by 2030’.

MyGovID has facilitated more than 61 million logins to online government services to date, handling up to 350k sessions per day.
10 relying parties
Ten government departments (relying parties) currently use MyGovID, which includes the DSP (MyWelfare.ie), the Revenue Commissioners (Revenue.ie), and the Road Safety Authority (National Driver Licence Service).
