Jeff Loucks is the executive director of Deloitte’s Center for Technology, Media & Telecommunications, Deloitte Services LP. In his role, he conducts research and writes on topics that help companies capitalize on technological change. An award-winning thought leader in digital business model transformation, Jeff is especially interested in the strategies organizations use to adapt to accelerating change. Jeff’s academic background complements his technology expertise. Jeff has a Bachelor of Arts in political science from The Ohio State University, and a Master of Arts and PhD in political science from the University of Toronto.

Jana is a senior global client leader on a Fortune 100 TMT client and a principal in Deloitte and Touche’s Risk and Financial Advisory (RFA) practice. With over 25 years of experience, Jana specializes in leading complex engagements for technology and digital platform companies, helping them navigate evolving regulatory requirements and business transformations. Jana's career has focused on empowering clients to achieve compliance and operational excellence. She has built worldwide engagement teams to serve several Fortune 500 technology companies across the Americas, Europe, Middle East, and Asia.

She has served as the Advisory practice leader for the Technology, Media, and Telecom (TMT) industry as well as the US Telecom, Media, and Entertainment sector leader. In those roles, she worked closely with lead client service partners of the firm’s largest TMT clients and drove market eminence and go-to-market strategy.

With more than 30 years of experience in U.S. and international taxation, Doug serves as the US Telecom, Media & Entertainment Sector Leader at Deloitte. In this role, he collaborates closely with lead client service partners to support the firm’s largest and most complex TMT clients, driving the eminence agenda for the practice.

Doug is a seasoned expert in tax planning strategies, corporate and international tax strategies, and accounting for income taxes. His extensive expertise encompasses large multinational operations, including restructuring, mergers and acquisition planning, international and repatriation strategies, and transfer pricing. With a particular focus on interactive gaming, sports, and telecommunications, he provides innovative solutions that help clients navigate complex landscapes and capitalize on growth opportunities.

In addition to his responsibilities as a lead client service tax partner and overseeing the sector, he holds several key roles within Deloitte, including Business Tax Leader for TME, West Region Tax Growth Leader, National Tax Sales Executive Leader, Global Interactive Gaming & Esports Leader, and National Tax Offerings and Innovation Leader.

Throughout his career, he’s worked closely with clients expanding globally, leveraging their intellectual property and supply chain, and addressing U.S. and local jurisdiction tax issues. He has also consulted on international expansion, accounting methods, research and development credits, and the manufacturer’s deduction.

China is Deloitte’s vice chair and US Technology, Media & Telecommunications (TMT) industry leader. She also serves on Deloitte's US Board of Directors.

She offers a distinctive perspective on the future of the TMT industry, with a particular interest in the evolution of Agentic AI—intelligent systems capable of autonomous decision-making—and their transformative impact across the enterprise. She is passionate about helping clients unlock the full potential of Agentic AI to accelerate innovation, improve operational efficiency, and create new sources of competitive advantage, all while maintaining a steadfast commitment to trustworthy AI.

China has co-authored articles on AI, technology frameworks for enterprises, delivery model analysis, and closing the talent gap. She is a highly sought-after speaker and facilitator and her technology experience and career progression has been featured on several podcasts and publications.  

Kevin Westcott is a vice chair and leads the US Technology, Media & Telecommunications (TMT) practice of Deloitte; as well as serves as the global Telecommunications, Media and Entertainment (TME) practice leader. Kevin has more than 30 years of experience in strategic and operational planning, as well as implementing global business change and technology projects for major telecom and media organizations. His industry experience spans film, television, home entertainment, broadcasting, over-the top, publishing, licensing, and games. Kevin is an author of Deloitte’s Digital Media Trends Survey a co-author of Deloitte’s Digital Media Maturity Model, and speaks regularly on media consumption trends.
