Since 2019, Deloitte Consulting LLP has successfully collaborated with DeKalb County to implement Oracle, Hyperion, HCM, and Payroll systems. The Oracle Cloud implementation was launched to modernize and transform the County's HR, Payroll, and ERP systems. The primary objectives were to streamline business processes, reduce total cost of ownership through automation, and enhance compliance and business agility.

Background

DeKalb County is a major county in the state of Georgia, located in the east Atlanta metro area. The County ranks as the fourth most populous county among 159 counties in Georgia with an estimated population of 769,592 people, as of 2023. DeKalb County is the headquarters of many prominent organizations like the Centers for Disease Control and Prevention (CDC), as the largest federal agency base outside of Washington D.C.

Since 2019, Deloitte Consulting LLP has successfully collaborated with DeKalb County to implement Oracle, Hyperion, HCM, and Payroll systems. The Oracle Cloud implementation was launched to modernize and transform the County's HR, Payroll, and ERP systems. The primary objectives were to streamline business processes, reduce total cost of ownership through automation, and enhance compliance and business agility.

The project was executed in two phases:

  • Phase 1: Focused on Human Capital Management (HCM), launched in December 2020 and went live in January 2022.
  • Phase 2: Concentrated on Finance and Procurement, launched in April 2023 and went live in August 2024.

Currently, Deloitte Consulting LLP is providing combined sustainment support to DeKalb County, as well as promoting further adoption of the new system's features and maintaining the system with a dedicated team to address any deferred changes and continuous improvements.

Oracle Cloud HCM and Payroll Implementation

Engagement Summary

DeKalb County's legacy system was an outdated version of PeopleSoft, with fragmented, manual, and paper-based HR processes. Deloitte Consulting LLP conducted a comprehensive review of these processes and provided industry-specific insights on leading practices, enabling the automation of many HR business processes. DeKalb County selected Oracle Cloud to adopt a best-in-class solution, help standardize business practices, and create consistency in roles, data, and security.

Engagement Impact

The HCM and Payroll implementation encompassed 6,300 employees and over 6,000 retirees, marking a significant milestone in our collaborative efforts.

The project team executed a seamless cutover, and the project was delivered on time and within budget.

Deloitte Consulting LLP delivered over 61 interfaces, 80 fast formulas, and 80 custom reports, helping to ensure the system met all necessary requirements.

Furthermore, the team undertook an extensive data cleansing process, converting tens of thousands of data records.

This effort resulted in the successful migration of over one million historical and current records from the legacy PeopleSoft application into the Oracle Cloud system.

Oracle Cloud ERP Implementation

Engagement Summary

Building on the success of the first phase and driven by the goal to consolidate onto a unified ERP platform, the project advanced into its second phase, focusing on the implementation of Oracle Cloud Enterprise Resource Planning (ERP) applications. This strategic initiative aimed to replace the outdated 18-year-old Oracle eBusiness Suite software, which had been the cornerstone of DeKalb County's financial and procurement management systems.

In April 2023, DeKalb County embarked on a comprehensive transformation of their financial and supply chain processes. Over the course of 15 months, Deloitte Consulting LLP implemented the cloud ERP system, encompassing 14 Oracle modules, 33 integrations, 90 reports, and 4 extensions. This extensive effort culminated in the successful delivery of the project on time and within budget.

This phase of the project not only modernized DeKalb County's financial and procurement operations but also helped ensure a seamless transition to a more efficient and scalable ERP platform, setting the stage for continued growth and operational excellence.

This transition significantly reduced DeKalb County’s technical footprint and enhanced operational efficiencies with a unified system and streamlined and modernized operations for thousands of DeKalb County employees and suppliers.

Furthermore, DeKalb County is now reaping the benefits of cloud-based scalability, seamless release upgrades, and reformed business processes that incorporate industry leading practices. These advancements have positioned DeKalb County for sustained operational excellence and agility.

  • Security and Compliance: Enhanced security measures and compliance with controls, helped ensure systematic segregation of duties and reducing the risk of unauthorized access and errors.
  • Budgetary Controls: Introduced simplified budgetary controls and monitoring mechanisms, improving the country’s ability to manage and oversee financial resources effectively. 
  • Self-Service Functionality: Implemented latest Oracle RSSP (Responsive Self-Service Pages) functionality for all suppliers, drastically reducing administrative overheard for Accounts Payable (AP) and Procurement departments, empowering suppliers to manage their information and transactions independently. This functionality supports workers in these departments, freeing them up for strategic initiatives and lowering overhead costs.
