David is a Managing Director within Deloitte’s public sector Infrastructure and Sustainability practice, focused on US and international donor clients, including the MCC, World Bank, USAID, US Department of State, and others. He is a Water Practice Leader for Government & Public Services.
David brings more than 20 years of experience as a team leader and technical advisor for bilateral and international donor-funded and commercial projects in infrastructure finance, energy, and private sector development. David is a leader in the Infrastructure and Sustainability advisory group, which provides technical assistance and consulting services to international and bilateral donors and governments. He is a private sector development and infrastructure finance specialist, with hands-on experience in water, clean energy, and infrastructure. He has been a technical advisor and project manager for more than 20 years on numerous projects throughout Central and Eastern Europe, Asia, the Middle East, Africa, and the Caribbean, serving in progressively responsible roles. David led Deloitte’s flagship program providing advisory support to the multi-donor Water and Sanitation Program (WSP).
His professional experience spans countries such as Armenia, Bangladesh, Bulgaria, Egypt, Georgia, India, Jordan, Kazakhstan, Laos, Nepal, Philippines, Sri Lanka, Thailand, Turkmenistan, and many others. He has presented on panels and workshops in Egypt, Bulgaria, Nepal, and Singapore on access to finance challenges and investment facilitation.
