Foreign ministry fee and public benefits for students

Turkish nationals are now exempt from the foreign ministry fee when applying for a residence permit for Denmark, and non-EU students with student permits from SIRI are no longer able to use youth cards.

This month’s update addresses the Danish foreign ministry fee and public benefits for students. Additionally, it will feature the new salary limits for both the Fast Track Scheme and the Pay Limit Scheme. 

Foreign ministry fee
When applying for a residence and work permit for Denmark from abroad, the applicant is required to record biometric features. In this connection, a fee to the Danish foreign ministry is to be paid. This fee is currently at DKK 1,745. If the biometrics recording takes place at a VFS center, the applicant is also required to pay a service fee to VFS. 

Turkish nationals, already exempt of the application fee to SIRI, are now also exempt from the fee to the Danish foreign ministry. This was announced in the executive order of 4 December 2024. This is another benefit attributed to Turkish nationals to those covered by the association agreement between Türkiye and the EU. 

Student permits and Youth Cards
Non-EU students with a student permit from SIRI are restricted from receiving public benefits. SIRI has added the Youth Card (Ungdomskort) to this list as per a recent update on their website. 

The Youth Card is a public transportation pass for 16-19-year-olds and students on youth education programmes and higher education. It offers a significantly reduced price for transportation and has not excluded foreign students previously. 

This means that students with student permits from SIRI breach the conditions of their student permits if they use the Youth Card, now that is has been classified as a benefit. In principle, this could mean that SIRI could revoke residence permits or deny extensions. How the immigration authorities will act on this new principle is uncertain. We hope the immigration authorities will provide clear directions to best guide those affected. Until further notice, we recommend refraining from the use of Youth Cards for students with student permits from SIRI.

New minimum salary limit
The minimum salary limit for the Pay Limit Scheme and Fast Track Scheme, Pay Limit Track, has increased to DKK 514,000 per annum or approximately DKK 42,834 per month (gross salary). Last year, the limit was DKK 487,000 per year.

The minimum salary limit for the Supplementary Pay Limit Scheme has increased to DKK 415,000 per annum or approximately DKK 34,584 per month (gross salary). Last year, the limit was DKK 393,000 per year.
