Public Sector Adoption of AASB 17 and Mandatory Climate Reporting

On 2 July 2025, the Deloitte Insurance Finance Solutions team hosted their fourth Public Sector Adoption of AASB 17 / IFRS 17 and Mandatory Climate Reporting webinar, which featured insights from our second, most recent government insurers survey, and also covered the latest updates on mandatory climate disclosure in the Public Sector.

Key points from the survey responses:

  • Get started: 
    1. Set out your project plan and install governance appropriate to the size and nature of your organisation.
    2. Determine how you’ll resource across both AASB 17/IFRS 17 and mandatory reporting requirements.
    3. Identify and manage your key stakeholders throughout the journey.
  • Set your policies and identify your data gaps as a first step. Involve your external auditors early so they can be factored into your plan. 
  • Understand how AASB /IFRS 17 will impact your financial statements. Setting out a simplified view of the required approach and modelling financial impact will assist understanding expected impacts and target your resourcing.
  • Assess your data gaps and map from existing to new reporting to identify data sources and consider revised processes and controls.
  • Mandatory climate reporting takes effect for reporting periods beginning from 1 January 2025 for Australia’s largest corporations, and for FY24/25 for a range of Commonwealth and NSW Public Sector entities, with other states and territories expected to follow suit.
  • Whilst the Private Sector can apply lessons learned from its AASB 17 / IFRS 17 implementation to its climate reporting initiative, the Public Sector will have to navigate these complex reporting changes concurrently. 
  • In this environment, starting early to develop a roadmap for your implementation and establishing clear roles and responsibilities with a core understanding of anticipated disclosures will be key enablers.
  • Start now to establish your Strategy and Governance and leverage existing processes.
  • Identify and consider how you will monitor your climate risks and opportunities and how this can be integrated into your existing risk framework and the opportunities into your strategy.
  • Consider what your targets and metrics will be and how you will monitor these. Connecting with industry groups and monitoring the first wave of reporting can help develop your ideas.
