Innovation and regulation often operate on two different time frames, which can cause challenges when governments are working to regulate rapidly evolving technology like AI. Rather than trying to find a set of rules that can control the inner workings of AI itself, a more effective route could be to regulate AI’s outcomes. Deloitte researchers analyzed a database of over 1,600 AI-related policies worldwide—including regulations, research grants, and national strategies—and found less than 1% of current regulations adopt this outcomes-based approach.
