Building Coastal Resilience to Safeguard Indonesia's Economic Backbone

The Constitution guarantees Indonesians the right to safety and dignity, yet North Java’s coast faces recurring floods, land subsidence, and rising seas. Beyond humanitarian and environmental concerns, the region is Indonesia’s economic backbone—hosting key ports, power plants, and transport hubs. Protecting it is not optional; it is a national imperative.

This report is the result of close collaboration between Deloitte, Haskoning, Witteveen+Bos, and Foresight Works, uniting global expertise in infrastructure strategy, coastal engineering, nature-based solutions, and artificial intelligence (AI) to address complex program delivery. It provides a forward-looking roadmap to advance the Government of Indonesia’s vision for integrated coastal development, drawing on international best practices and lessons from large-scale water infrastructure systems.
