A Roof for All: Affordable Housing for Economic & Social Development

Deloitte Indonesia Report

Presented by Deloitte Indonesia's Infrastructure & Real Estate team, this publication offers in-depth analysis of Indonesia’s affordable housing sector, evaluating various affordable housing initiatives, and distilling critical lessons applicable to Indonesia.

Affordable housing is central to Indonesia’s long-term vision—anchored in RPJPN 2025–2045, RPJMN 2025–2029, and President Prabowo’s Asta Cita agenda. The nation aims to deliver three million affordable homes annually over the next five years. Yet achieving this ambition remains a complex challenge, shaped by more than supply and demand. It requires strong institutions, effective policies, and the ability to overcome systemic barriers to accessibility for all.

Deloitte responds to this challenge with a comprehensive framework built on four pillars and a core foundation, each addressing critical barriers to Indonesia’s housing agenda. This approach supports the success of the Three Million Houses Program—advancing economic growth, reducing inequality, and strengthening human capital through better housing outcomes.

Developed as a practical resource for policymakers, developers, and investors, this report offers actionable insights grounded in global best practices and international benchmarks to help shape Indonesia’s housing future.
