Ms Jasmin Lau

Minister of State, Ministry of Digital Development and Information
Minister of State, Ministry of Education

Ms Jasmin Lau is currently the Minister of State in the Ministry of Digital Development and Information and the Ministry of Education. She is also the Minister-in-charge of the Government Technology Agency (GovTech) which builds tech for public good and supports public agencies’ efforts in driving digital transformation.

Before entering politics, Ms Lau spent almost 20 years in the public service. She previously served as Deputy Secretary (Policy) at the Ministry of Health from 2022 to 2025, where she oversaw the development of healthcare finance, manpower and regulatory policy.

From 2019 to 2021, she served as the founding Executive Director of the Singapore Global Network in the Economic Development Board. Prior to 2019, Ms Lau also held other appointments in the Ministry of Finance, the Ministry of Manpower and the Prime Minister’s Office.

Ms Lau holds a Master of Science in Technology and Policy from the Massachusetts Institute of Technology in 2006. Before that, she graduated with a Bachelor’s Degree in Bioengineering and Economics from the University of Pennsylvania in 2005.

Outside of work, Ms Lau is a mother of two pre-schoolers. She plays competitive netball and basketball when she can, and when her children allow her to do so.

Ms Audrey Ong

Director, Transformation & Innovation, Keppel Ltd

Audrey is a forward-thinking enterprise innovator and an accomplished leader in AI-driven transformation, with a strong reputation for guiding organisations through complex change, strategic renewal and technology adoption. As Director, Transformation & Innovation at Keppel Ltd, Audrey has developed and executed enterprise-wide initiatives that harness AI and next-generation technologies to unlock value, optimise operations and future-proof the business. Audrey is recognised for her ability to translate boardroom vision into actionable strategy, aligning governance priorities with operational execution for measurable outcomes.

Audrey’s boardroom experience is multidimensional. She serves as Vice President of the Board at Singapore Gymnastics (an IPC-registered National Sports Association), providing stewardship on governance, risk and strategic growth. As Vice Chair of the Smart Nation Chapter at SGTech, Audrey actively shapes the innovation agenda for Singapore’s technology ecosystem, advocating SME enablement, digitalisation and sustainable value creation. Her prior service on the IT committee at Beyond Social Services further demonstrates her commitment to robust governance frameworks and community impact.

In the entrepreneurial arena, Audrey has founded and scaled multiple ventures, including online keto bakery @nuttybutterbakes and fashion e-tailer @Kisslocke. These ventures have honed her ability to assess market opportunities, manage risk and drive organisational resilience. She brings this expertise to boardrooms seeking entrepreneurial agility and a solutions-oriented mindset.

Audrey offers a unique practitioner’s perspective, blending executive leadership with hands-on operational experience. Her board and C-suite engagements reflect a consistent focus on excellence in governance, technology leadership and building resilient systems that adapt and thrive in rapidly changing markets.

Audrey’s contributions to Singapore’s digital economy have been nationally recognised. She is an honouree of the Singapore 100 Women in Tech list (Singapore Computer Society & IMDA, 2025) and was profiled in The Business Times as one of the top women driving digital transformation across listed and multinational companies. Audrey holds a Bachelor’s degree in Political Science with a minor in Economics from the National University of Singapore.

Dr Ming Tan

Senior Fellow & Founding Executive Director, Tech For Good Institute

Dr Ming Tan works at the intersection of technology, society and the economy. Her current advisory portfolio spans philanthropy, social impact, sustainability and innovation, including Senior Fellow roles at the Tech for Good Institute, a regional tech public policy think tank, and the Centre for Governance and Sustainability at the National University of Singapore. She was Founding Executive Director of both the Tech for Good Institute and COMO Foundation, a private grantmaker and corporate philanthropy supporting gender equity globally. In the public sector, she was Managing Director of IPOS International, part of the Intellectual Property Office of Singapore.

Ming also serves on the boards of several private companies and on the Digital and Technology Advisory Panel for Esplanade–Theatres on the Bay, Singapore’s national performing arts centre.

Ms Monica Divik Agarwal

Group Head of People & Talent, MoneyHero Group

Monica brings over two decades of exceptional leadership in HR across the FinTech, Banking and Technology sectors. Her expertise encompasses strategic HR Business Partnering, navigating HR mergers and acquisitions, driving change and transformation, and fostering enduring cultures within global delivery models spanning the US, Europe and Asia.

Currently serving as Group Head of People & Talent for MoneyHero Group, Monica has held pivotal roles at esteemed organisations including HSBC, Barclays, Atos and Silverlake Group. Her tenure in these multinationals has honed her abilities to drive impactful strategies, aligning HR initiatives with organisational goals.

Beyond her professional endeavours, Monica is an accomplished Executive and Leadership Coach, an influential Keynote Speaker, and a published best-selling author. Her commitment to empowering women extends beyond her professional achievements. Active engagement with organisations such as NUS, WeDu and YSEALI showcases her dedication to mentorship, guiding young girls towards fulfilling their life goals.

Mr Shariq Barmaky

Country Managing Partner, Deloitte Singapore

Shariq is currently the Country Managing Partner of Deloitte Singapore.

He has more than 30 years of experience in public accounting in the United Kingdom and Singapore.

He has extensive experience in the audits of multinational and local companies.

As the Deloitte Southeast Asia Audit & Assurance Leader from June 2016 to May 2023, Shariq was responsible for the overall audit and assurance business within the 10 ASEAN countries including Singapore.

Shariq is on the boards of various public sector and not-for-profit organisations.

He was one of the immediate Vice Presidents of the Institute of Singapore Chartered Accountants.

Mr Duleesha Kulasooriya

Asia Pacific Innovation Leader and Managing Director, Deloitte Centre for the Edge, Deloitte Southeast Asia

Duleesha Kulasooriya is the APAC Innovation Leader and Managing Director for Deloitte’s Center for the Edge, Southeast Asia – part of a global management research institute exploring the edges of business and technology. Duleesha has researched, written and spoken extensively about dynamic ecosystems, emerging business landscapes, and institutional innovation.

At Deloitte, he is responsible for identifying, championing and sponsoring long-term innovation opportunities such as Gen AI, Space, and Quantum Computing in Asia Pacific that would bring new products and services to market. In addition, he supports ongoing innovation efforts and strengthening our internal and external innovation ecosystems across the region.

Duleesha works closely with government and business leaders, helping them understand and navigate how dynamic ecosystems and emerging technologies are reshaping the future of business and society.

Ms Yvaine Gan

SheXO Program Leader, Deloitte Southeast Asia
Global Investment and Innovation Incentives (Gi3) Leader, Deloitte Singapore

Yvaine is a Deloitte Partner and Leader of the Global Investment and Innovation Incentives (Gi3) practice in Singapore. She has extensive experience advising businesses across industries on broad-ranging investment activities, such as headquarters, innovation/R&D, manufacturing, supply chain management, talent/capability development, finance and treasury.

Yvaine is also the leader for Deloitte Southeast Asia's SheXO Program, which supports the personal and professional development of established, emerging or aspiring women leaders by creating a supportive environment for them to connect, grow and drive change in communities to advance women in leadership.

Prior to Deloitte, Yvaine was with the Singapore Economic Development Board (EDB), the lead government agency in facilitating investments in Singapore. At EDB, a major part of her role was to customise incentive packages for key investment projects, as well as facilitate companies in the end-to-end process of incentives management.

Yvaine has considerable experience engaging senior C-suite executives on their investments in Singapore and the region, particularly in the evaluation, negotiation and management of incentives.

In addition, Yvaine advises companies with existing incentives in fulfilling investment commitments, as well as in the re-negotiations and renewals of incentive packages.

Yvaine holds an Honours degree in Chemical Engineering and is fluent in English and Mandarin.
