OECD and G20 started the fight against Base Erosion and Profit Shifting (“BEPS”) which includes aggressive tax planning in 2013. This culminated in 15 action points and several reports recommending changes.
Some of these changes will be implemented locally (e.g. changes in transfer pricing rules) and some through updates of international conventions. The new multilateral instrument (the “MLI”) that will change over 1000 tax treaties, and thus increase source taxation, will become effective from 1 July. The MLI will most likely effect the taxation of Norwegian groups from 1 January 2019.
