The Vanguard: National Resilience and Security Coalition

The world has become unpredictable. Conflicts, geopolitical tensions and disruptions are increasingly affecting the economy and society directly. Resilience can no longer be organised separately within sectors or individual organisations. It requires a whole-of-society approach in which government, the business community, knowledge institutions and civil society organisations jointly take responsibility for the resilience of the Netherlands.

The Vanguard, the National Resilience and Security coalition, was established in 2024 to put this whole-of-society approach into practice. What makes The Vanguard unique is that organisations collaborate across the boundaries of sectors, supply chains and responsibilities. Public and private actors who would not normally meet work together here on shared resilience challenges.

More than 25 organisations have now joined. They share a leadership-level ambition to strengthen the societal resilience of the Netherlands, are prepared to take extra steps to do so, and recognise that this will only succeed through collaboration.

Deloitte is the initiator of The Vanguard and, together with partners, has helped to build and further develop the coalition into a long-term collaborative partnership.


We bring organisations together, share knowledge and insights, and translate these into concrete actions. In doing so, we apply our expertise in crisis management, digital resilience, cyber, defence and supply‑chain interdependencies, combined with a wide network across government, business and civil society.

  • We focus on:
    Connecting public and private organisations around shared dependencies and risks
  • Bringing together insights and best practices from different sectors
  • Making disruption scenarios concrete and translating them into possible solutions
  • Strengthening collaboration through joint exercises, workshops and initiatives

From insight to collective action

The Vanguard focuses on strengthening resilience through collaboration. The strength of The Vanguard lies in its informal, confidential and action-oriented character.

Participating organisations not only share knowledge and experience, but work together on concrete challenges. Scenarios such as a 72-hour power outage are used to reveal dependencies, share lessons and develop joint actions that strengthen the resilience of organisations, supply chains and regions.
This shifts the focus from paper-based preparation to practising and acting in the real world.

The ambitions for the coming period include:

  • Developing new disruption scenarios
  • Supporting regional vanguards
  • Helping to scale successful initiatives
  • Initiating new public–private collaborations
