The Vanguard, the National Resilience and Security coalition, was established in 2024 to put this whole-of-society approach into practice. What makes The Vanguard unique is that organisations collaborate across the boundaries of sectors, supply chains and responsibilities. Public and private actors who would not normally meet work together here on shared resilience challenges.
More than 25 organisations have now joined. They share a leadership-level ambition to strengthen the societal resilience of the Netherlands, are prepared to take extra steps to do so, and recognise that this will only succeed through collaboration.
Deloitte’s role
Deloitte is the initiator of The Vanguard and, together with partners, has helped to build and further develop the coalition into a long-term collaborative partnership.
We bring organisations together, share knowledge and insights, and translate these into concrete actions. In doing so, we apply our expertise in crisis management, digital resilience, cyber, defence and supply‑chain interdependencies, combined with a wide network across government, business and civil society.
From insight to collective action
The Vanguard focuses on strengthening resilience through collaboration. The strength of The Vanguard lies in its informal, confidential and action-oriented character.
Participating organisations not only share knowledge and experience, but work together on concrete challenges. Scenarios such as a 72-hour power outage are used to reveal dependencies, share lessons and develop joint actions that strengthen the resilience of organisations, supply chains and regions.
This shifts the focus from paper-based preparation to practising and acting in the real world.
