Retrofit Scheme

Retrofit (hereinafter, the ‘Scheme’), has been launched on 1 May 2024, to support investments in relation to the retrofitting of buildings in the private sector, in order to improve their energy performance. The building renovations undertaken are expected to result in a reduction of Primary Energy Demand (hereinafter, ‘PED’), relating to heating, cooling, ventilation, hot water and lighting, of at least 30%. Actions on new buildings and/or on extensions to existing buildings are ineligible.

The Scheme will remain operational until 30 June 2026, subject to availability of funds, and shall be administered by the Measures and Support Division within the Parliamentary Secretariat for European Funds through a series of competitive calls.

The maximum grant amount that may be received by an eligible undertaking is €5,000,000, with the amount of aid being paid through a Standard Scale of Unit Cost per square metre, depending on the size, locality and reduction in percentage PED, as follows:

*In these cases, the investment is required to improve the energy performance of the building beyond the level imposed by minimum energy performance standards qualifying as Union standards entering into force within less than 18 months from the moment the investment is implemented and finalised.

The initial PED and the estimated improvement shall be established by means of an Energy Performance Certificate. Where construction works are carried out, a statement by a warranted architect/engineer is required, supported by evidence, confirming that at least 70% (by weight) of the non-hazardous construction and demolition waste generated on the construction site was prepared for re-use, recycling and other material recovery.

Investments under this Scheme are to be concluded by 31 March 2026.
