David Herrera
Director - Strategy, Risk & Transactions Advisory - Deloitte Malta
David is a Director in Deloitte Malta’s Strategy, Risk and Transactions Advisory business and leads the firm’s regulatory and financial risk offerings. David joined Deloitte from industry in 2017, and predominantly advises banks and financial institutions on matters relating to regulatory strategy, prudential requirements, corporate governance and operational risk management. David is a Steering Committee member of Deloitte’s Banking Union Centre in Frankfurt and is Deloitte Malta’s representative within the working group of Deloitte’s EMEA Centre for Regulatory Strategy. David holds a Masters in Public Policy and previously worked as a political advisor within the Office of the Prime Minister.
Luca is a Senior Consultant within Deloitte Malta’s Strategy, Risk and Transactions Advisory business, having joined Deloitte in July 2021 after successfully completing his undergraduate degree in banking and finance at the University of Malta. During his time at Deloitte, Luca has focused on regulatory compliance, internal audit and anti-financial crime engagements. Some of his key projects include assisting a large bank in benchmarking its retail credit processes against local and European regulations, assisting an international bank in integrating new requirements emanating from the revised Capital Requirements Regulation, and assisting a development bank in designing two financial instruments targeting start-ups and SMEs.
Flavia Passanisi
Consultant - Strategy, Risk & Transactions Advisory - Deloitte Malta
Flavia joined the Deloitte Malta’s Strategy, Risk and Transactions Advisory business in November 2023 following completion of her post-graduate studies in strategic management, where she carried out research and completed a dissertation on financial technologies and digital banking. During her tenure at Deloitte Malta, Flavia has focused mostly on regulatory compliance and internal audit engagements, including completing corporate governance audits in banking and investment services. She also conducted market and regulatory analysis for the Payments Association EU which is of benefit to Malta-based fintech companies and the wider cohort of interested stakeholders.
Bede joined Deloitte Malta in 2023, bringing with him 18 years’ experience in policy, trade, and infrastructure across both the public and private sector. He has worked in senior roles in Asia, Oceania, and Europe and has a passion for transformation, strategy and leading change. Bede is a key member of Deloitte Malta’s Transformation and Strategy team, working across sectors to advise, support, and deliver on significant transformation projects, particularly in relation to technology and/or ESG.
