New rules for packaging (PPWR)

Regulation PPWR fundamentally changes the rules for packaging throughout the entire European Union. Starting from August 12, 2026, it will begin to be applied and gradually affect supply chains, business models and corporate responsibility up to the year 2040.

Deloitte will help you turn regulatory obligations into a competitive advantage.

What is considered packaging and packaging waste according to PPWR?

  • Packaging - According to the regulation, packaging is considered any material or product used for packing, protection, handling, transport, storage, delivery or presentation of products, up to the user or consumer.
  • Waste packaging - Waste packaging is then any substance or object, which the holder disposes of, intends to dispose of or is obliged to dispose of. This definition follows the general regulation of waste law and extends it with specifics of packaging.
