Russell is a Partner in Sydney’s Government Advisory practice focusing on the management and reporting of the public finances.
He is an expert in IFRS and Government Finance Statistics (GFS) standards and has gained experience of fiscal and budgetary management processes in the UK, Australia, Spain and Canada at the federal, state and local authority level. Prior to Deloitte, Russell worked in the UK Treasury on all aspects of the management and reporting of the public finances (1999 to 2008), including budget policy and execution, debt funding, PPP, outsourcing, privatisations and major interventions in the financial sector during the GFC.
