Turning the tide

A blue agenda for COP31

The UNFCCC’s 31st Conference of the Parties (COP31) presents a strategic opportunity for Australia to stand beside Pacific nations, amplifying the Pacific agenda and showcasing regional solutions to global climate challenges. Doing so would see COP31 become the first ever COP hosted in the Pacific, and the first ever COP delivered in partnership across an entire region; one united by shared climate challenges and ambitions.

A Pacific COP presents a chance to champion the voices of Small Island and Developing States (SIDS) on the global stage. Australia can help build a globally resonant platform that places Pacific priorities at the forefront, setting a new standard for collaborative climate diplomacy, and delivering tangible, meaningful outcomes for vulnerable nations.

This short report series from Deloitte explores how the 2026 conference can turn the tide on ocean threats by unleashing a ‘blue wave’ of action and investment, delivered in genuine partnership with Pasifika communities.
