LUANDA, 13 de Março de 2019 — De acordo com o estudo “Africa Construction Trends 2018” da Deloitte, o sector da construção na região de África Austral, que inclui Angola, cresceu face ao ano anterior, registando um aumento de 11% no número de projectos (de 93 para 103) e de 40% no valor dos mesmos (de 89,7 para 125,4 mil milhões de dólares). A África do Sul foi o país que registou o maior número de projectos nesta região (36%), seguido de Angola (15%) e Moçambique (14%).
Ainda nesta região, foi o sector dos transportes que liderou em número de projectos (32%), seguido pelo sector imobiliário (25%), apesar de ser o sector da energia a liderar no que toca ao valor (42,4 mil milhões de dólares).
Os Governos continuaram a ser responsáveis pela promoção da maioria dos projectos (70%) e pelo seu financiamento (30%). A China surgiu como um dos grandes financiadores, ocupando a segunda posição (21%), seguida das empresas nacionais privadas (18%). No entanto, no que se refere ao maior número de projectos, foram as empresas nacionais privadas (41%) que lideraram, ultrapassando a China.
“Angola continua a ser o principal país da região sul do continente africano, no que toca à construção, detendo cinco dos 10 principais projectos em desenvolvimento. Quando olhamos para a região como um todo, Angola representa cerca de 1/3 do valor dos projectos. Importa realçar que os dois principais projectos referidos no estudo são do sector de perolífero – Kaombo, Block 32 e Refinaria do Namibe – e que cerca de 5% dos projectos nesta região são realizados por empresas portuguesas” refere Joaquim Oliveira, sócio da Deloitte.
Sector continua a crescer em todo o continente
Em 2018, registaram-se 482 projectos de construção em África, o que correspondeu a um aumento de 59% face ao ano anterior, totalizando 471 mil milhões de dólares, um valor que cresceu 53%, de acordo com o estudo. Em termos de valor absoluto do número de projectos, foi a região leste do continente africano que se destacou com 139 projectos enquanto que, em termos de valor monetário, foi a região norte a líder (148,3 mil milhões de dólares).
De acordo com o estudo, 70% dos projectos de construção no continente africano apresentam valores que situam entre os 50 e 500 milhões de dólares, sendo que apenas 17% apresenta um valor superior a 1,1 mil milhões de dólares.
Em 2018, o sector que registou o maior número de projectos de construção no continente africano foi o dos transportes (39%), seguido pelo imobiliário (23%) e energia (14%). No que diz respeito ao valor dos projectos, foi o sector imobiliário – dividido entre construção de infra-estruturas, superfícies comerciais e habitação – que liderou este ranking, somando um valor total de 123,3 mil milhões de dólares, seguido pelo sector da energia (114,6 mil milhões de dólares).
A grande maioria dos projectos (75,5%) correspondem a obras públicas. Os governos são a maior fonte de financiamento (24,5%), seguidos pela China (18,9%), que é responsável pela construção da maioria dos projectos (33%). Salientam-se as ainda as Instituições Financeiras de Desenvolvimento, que financiam 14% dos projectos, e as empresas privadas, com cerca de 11%.
“Durante os últimos anos temos assistido a um aumento significativo do número de projectos no continente africano, o que demonstra a importância do sector para o desenvolvimento económico. Em 2018, tanto o número de projectos, como o valor dos mesmos aumentou face ao ano anterior. Embora o valor da maioria dos projectos esteja entre 50 e 500 milhões de dólares, existem cerca de 80 acima dos 1,1 mil milhões de dólares, dos quais 14 superam os 10 mil milhões de dólares. Os três projectos mais valiosos recaem no sector petrolífero e da energia” refere João Paulo Domingos, sócio, Energy, Resources & Industrials Leader da Deloitte.
