Lecturing on “Peer Review and Capacity Building on APEC Infrastructure Development and Investment Online Workshop in Viet Nam”

Online workshop for public officers of the government of Viet Nam (March 4-6, 2021)

Ryo Tsujimoto (Partner), Jin Sasaki (Director) and Hidefumi Takahashi (Senior Vice President) have been appointed as lecturers of “Peer Review and Capacity Building on APEC Infrastructure Development and Investment On-line Workshop in Viet Nam” and successfully provided PPP (Public-Private Partnerships) training for public officers of the government of Viet Nam. The program was planned and carried out as an initiative of APEC (Asia Pacific Economic Cooperation), sponsored by the Ministry of Economy Trade and Industry of Japan.

APEC has been taking an initiative to promote quality infrastructure and PPPs in its member countries through development of relevant guidebook and guidelines. APEC also provides on-hands training to government officers and other entities upon its request.

This time, DTFA has received a request from APEC and METI to plan and provide lectures in “Peer Review and Capacity Building on APEC Infrastructure Development and Investment Online Workshop in Viet Nam”

It was 3-day online workshop and carried out between 4th and 6th of March 2021. From DTFA, Ryo Tsujimoto (Partner), Jin Sasaki (Director) and Hidefumi Takahashi (Senior Vice President) assumed the role of lecturer. Due to COVID-19, the training was provided online.

The contents of the program was tailor made for Viet Nam in consideration of principles and contents of APEC infrastructure guidebook, as well as current legal framework and practices related to PPP in Viet Nam. It covered the following topics:

  • APEC Quality Infrastructure Guidebook
  • Basics of PPP, PPP Life Cycle, Risk Analysis, Financial Analysis
  • Case Studies (Road, Airport, Railway)
  • Workshop (Discussion of new PPP law in Viet Nam)

There were approximately 30 participants from Viet Nam, including officers from Ministry of Transport and Ministry of Planning and Investment. Certificates were provided for those who attended more than 70% of the entire program.

It was a precious and honorable opportunity for DTFA to assume such roles in international programs in the context of infrastructure and PPP. The lectures themselves learned a lot from experience. It was also meaningful to constitute and strengthen relations among key personnel in Viet Nam. APEC and METI will keep this kind activity and DTFA is strongly motivated to continue to support such initiatives.
