National leader

Mark Pighini
Principal, Deloitte Transactions and Business Analytics LLP

Mark Pighini is a principal and the national leader of the Capital Projects practice of Deloitte Transactions and Business Analytics LLP. He is based in Atlanta.

Mark has been involved with more than 400 assignments during his tenure, many involving transactions around the capital asset lifecycle. These projects have included cost segregation studies, process improvement and construction assessments, construction project consulting, real estate valuations, machinery and equipment valuations, business and intangible asset valuations, fixed asset management consulting, and other types of advisory projects. Mark has managed these assignments for mergers and acquisitions, divestitures, liquidations, financial reporting, sale/leasebacks, federal tax, property tax, insurance, business interruption, internal audit and management information purposes.

Mark has been directly involved in more than a dozen multi-billion dollar business transactions within the last few years. In addition, he has worked on projects spanning more than 30 countries and within most major industries.

Mark Blumkin is a principal in the Capital Projects practice of Deloitte Transactions and Business Analytics LLP. He is based in New York City.

Mark has more than 25 years of experience in the engineering and construction industry, focusing on providing construction risk and cost assessments, as well as advising owners on how to improve the management, control and execution of their capital projects. Mark’s experience includes working with companies, institutions and public agencies across many industries including health care providers; life sciences companies; colleges and universities, transportation agencies; state and local governments; hospitality companies; as well as energy and resource companies. In addition, he was instrumental in developing Deloitte's construction cost and risk assessment methodology.

Bill Canavan
Director, Deloitte Transactions and Business Analytics LLP

Bill Canavan is a director of the Capital Projects and Tangible Asset Valuation practices of Deloitte Transactions and Business Analytics LLP. He is based in Los Angeles.

Bill has extensive experience in the financial analysis of real estate, construction, and capital expenditure projects. His responsibilities have included performing construction oversight, construction audits, litigation support, construction project controls reviews, asset depreciation studies and allocation of purchase price analyses of major capital improvements, including retail, commercial, industrial, healthcare and hospitality projects.

Mark W. Cohen
Director, Deloitte Transactions and Business Analytics LLP

Mark W. Cohen is a director in the Capital Projects practice of Deloitte Transactions and Business Analytics LLP. He is based in New York City.

Mr. Cohen possesses more than 20 years of experience, including dispute resolution, management consulting, and risk management for a broad range of domestic and international engineering and construction projects. He has also managed construction and engineering analyses including schedule delay, early completion, change orders, causation and responsibility, cumulative impact, differing site conditions, workmanship, measured mile, damage quantification, lost revenue/business interruption,project controls and management systems, termination, and other issues. His industry experience includes power and utility plants, manufacturing and process facilities, oil and gas facilities, petrochemical plants, water and wastewater facilities, environmental remediation systems, transportation systems, general building and specialty structures.

Michael Hostettler
Director, Deloitte Transactions and Business Analytics LLP

Michael Hostettler is a director in the Capital Projects practice of Deloitte Transactions and Business Analytics LLP. He is based in Orange County.

Mr. Hostettler has over 30 years of experience in construction, engineering, and capital improvement. He specializes in the analysis of financial issues that arise from construction and development projects and from the operational and management of construction and engineering firms. He has specialized skills with regard to construction project delivery methodologies, project initiation and site development, bidding,cost estimating, project scheduling and delay analysis, and practical applications of construction management processes and procedures. His industry experience includes public works, commercial, and industrial development, energy, high-tech and heavy industrial manufacturing. Over the years, he has served in diverse advisory positions both domestically and internationally, ranging from technical and project management roles, to forensic and fraud investigations, economic damage and delay analysis, dispute resolution and process improvement to legal counsel. He is also often called upon to provide expert witness services in domestic and international construction disputes.

Frank Regnery
Principal, Deloitte Transactions and Business Analytics LLP

Frank Regnery is a principal of the Capital Projects practice of Deloitte Transactions and Business Analytics LLP. He is based in New York City.

Frank has more than 25 years of experience in the engineering and construction industry and has provided construction consulting services to some of the largest US and International companies. He has extensive experience in dispute resolution and management consulting for a broad range of projects. Frank has analyzed a wide variety of construction projects involving delay, defaults, damage claims, fraud, unforeseen site conditions, change orders, inefficiency, contract terminations and project management issues. In addition, he has conducted numerous construction assessments and fraud investigations, representing several billion dollars of construction contracts. Frank also has provided expert testimony in several different forums, including U.S. federal and state courts.

Alan Richard
Director, Deloitte Transactions and Business Analytics LLP

Alan Richard is a director of the Capital Projects practice with Deloitte Transactions and Business Analytics LLP. He is based in Washington, D.C.

Alan has more than 30 years of experience in the construction of offshore platforms, water works, tunnels, mines, petrochemical plants, pipelines, power plants, airports and similar projects. In addition, Alan is a frequent speaker at international conferences and seminars.

Rizwan A. Shah
Director, Deloitte Transactions and Business Analytics LLP

Rizwan A. Shah is a director in the Capital Projects practice of Deloitte Transactions and Business Analytics LLP. He is based in Washington, DC.

Mr. Shah specializes in supporting global businesses involved in the delivery of large and complex multi-billion dollar capital investments and programs, working side by side with project owners, developers, financers/investors, corporates, government entities and international contractors that operate in the oil and gas, transport, real estate, industrial and infrastructure sectors. Mr. Shah specializes in providing services to maximize their return on investment and mitigate the associated risks and delivery challenges that occur from the planning and procurement stages through design and construction, including capital planning and efficiency, restructuring of distressed projects and portfolios, transaction advisory support, project controls and assurance services and construction dispute resolution support.  He has supported organizations seeking additional funding/finance, involved in the acquisition or sale of their business or asset, and advised government entities in structuring public private partnerships for procurement and development of their infrastructure assets.

Rizwan has supported clients around the globe and has extensive experience particularly in the Middle East and Asia, where he was based for five years leading Deloitte’s Capital Projects Advisory practice for the Middle East and Northern Africa region. He has been publicly associated with supporting some of the largest and highest profile capital programs in the Middle East, and has regularly produced reports for the construction industry and also continues to speak at major construction industry events.

Michael S. Whalen
Director, Deloitte Transactions and Business Analytics LLP

Michael S. Whalen is a director in the Capital Projects practice of Deloitte Transactions and Business Analytics LLP. He is based in Houston.

Mr. Whalen specializes in assisting corporate boards, audit committees, executive management, and project teams reduce the risk and improve the performance of their mission-critical capital construction programs. Mr. Whalen has been involved with some of the largest and most complex programs and projects around the globe. In his over 25 years of construction planning, engineering, procurement, construction management and dispute resolution experience, Mr. Whalen has worked with companies across many industries including utilities, construction, real estate, gaming, hospitality, transportation, oil & gas, infrastructure, high-technology, retail, consumer products, automotive and healthcare. Mr. Whalen specializes in providing clients with services across the lifecycle of a project including readiness reviews, process improvement reviews, recovery of troubled projects, establishing PMO functions, project risk assessments and cost and time-to-complete analyses.

Mr. Whalen has led hundreds of engagement teams on assignments around the world including Africa, the Middle East, China, North and South America.  

Joe Zenk
Director, Deloitte Transactions and Business Analytics LLP

Joe Zenk is a director in the Capital Projects and Tangible Asset Valuation practices of Deloitte Transactions and Business Analytics LLP. He is based in Pittsburgh.

Joe, a registered professional engineer and certified cost engineer, possesses more than 25 years of valuation, engineering, and management experience, with a particular expertise in capital projects and the valuation of tangible property. Joe’s consulting services include numerous engagements involving construction consulting, construction cost assessments, fair market valuations, purchase price allocations, machinery and equipment appraisals, project tax planning, and cost segregation studies for financial reporting, ad valorem tax, and federal income tax purposes. In addition, he has had substantial experience supervising and performing projects in the consumer products, food services, financial services, media, real estate development, manufacturing, and power generation industries.
