DHS EAGLE II: Quality Assurance

Deloitte’s organizational wide Services Quality Program (SQP) sets the quality standards for all Deloitte task orders (TOs), drives policy and procedures implemented by our EAGLE II Quality Control Manager. Our overall approach to quality management comes directly from the PMBOK Guide® recommended practices; it supplements Deloitte’s CMMI-based systems development approach. We use this basic process on our programs and TOs, regardless of size, scope, or complexity; it has contributed to our quality performance on our engagements throughout DHS.

Our SQP tools prompt teams to anticipate and proactively manage quality issues in areas such as:

  • Achievement of business case outcomes
  • Alignment with reference models, enterprise architecture, and other DHS standards
  • Involvement and management of stakeholders
  • Anticipation of required program approvals and milestones
  • Management of dependencies on external contracts, vendors, and other factors

We also capture lessons learned on each project to update our SQP framework allowing teams to benefit from the experiences of others, iteratively improving quality.

Our quality management approach first defines the processes, performance standards, and metrics to be used on EAGLE II (the program) that apply to the TO and are enhanced or modified depending on the needs of the TO. Next, the task order manager executes the quality planning process. A TO manager will prepare a Quality Management Plan (QMP) for each TO awarded to Deloitte. The QMP will implement the program-level quality processes and standards for the TO, and set forth the specific quality assurance and control activities that will apply to the TO execution phase. As required, Deloitte will assist the ordering customer in preparing a draft Quality Assurance Surveillance Plan (QASP) that the Government can use to monitor our performance. The QASP will identify performance measures that the Government can use to assess our performance and the quality of our deliverables. The QASP will include key performance indicators that depend on the TO’s specific statement of work. Selected performance metrics are developed for each TO, and will be used to monitor and report performance and link performance to incentives. During execution, quality assurance manager will audit projects to verify that they are adhering to the program standards and processes. The final step of the Deloitte quality plan is quality control. Our Task Order specific quality control specialist will perform quality inspections to validate that work products meet the outline quality standards.
