Meet Michael McMullan
Senior Advisor, Deloitte Consulting LLP
Michael McMullan, a former Centers for Medicare and Medicaid Services (CMS) official, is a senior advisor to Deloitte Consulting LLP's Federal Health consulting practice in Washington, D.C. In her more than 30 years of public service, Ms. McMullan has been at the forefront of making government health programs more effective.
Ms. McMullan served in a range of leadership positions at CMS, formerly the Health Care Financing Administration (HCFA). At the Center for Beneficiary Choices (CBC), she served as deputy director. There, she played a leading role in the implementation of the Medicare prescription drug benefit and other Medicare Modernization Act (MMA) reforms. Prior to this role at CBC, she was the senior official in charge of HCFA during the transition between the Clinton and Bush administrations.
Prior to this agency leadership role, Ms. McMullan was the top career government executive at the Center for Beneficiary Services (CBS). There, she was responsible for a broad range of Medicare and Medicaid policy and operations affecting the more than 70 million people served by these programs, and for Medicare contractor oversight and management. She also held many other senior positions within the U.S. Department of Health and Human Services, including serving as the HCFA deputy associate administrator for Operations and Resource Management, the director of the Office of Quality Improvement Programs and manager of the Medicare statistical and data management operations. She received numerous awards for her CMS service, including Presidential Distinguished Service Awards from President George W. Bush and President Bill Clinton.
Deloitte Consulting’s Federal Health practice helps government executives to develop and execute innovative strategies addressing their most pressing business issues. The practice offers a multidisciplinary consulting model that combines business and technology and public and private sector experience.
Ms. McMullan serves as an advisor to the Deloitte Center for Health Solutions part of Deloitte LLP. The Center’s goal is to facilitate the development of solutions to further the debate on key public health care issues facing the government, commercial health care providers and payors, life sciences organizations and large employers.
Ms. McMullan graduated from Washington College in Chestertown, Md., and also earned a master of business administration degree from Loyola College in Baltimore, Md. She is a member of Omicron Delta Epsilon, honorary fraternity in Economics.
