USAID ATLAS Project Specialist

  • World Trade Organization (WTO)/Trade Policy Specialist
    • Experience in trade policy formulation and analysis
    • Experience and knowledge of implementation and monitoring of trade policy, WTO trade and investment agreements
    • Experience with international standards and best practices, such as CODEX Alimentarius Commission, International Plant Protection Convention and International Organization for Animal Health
    • Experience with Competition legal and regulatory framework
  • Agribusiness Specialist
    • Experience working with agribusinesses in accessing local and foreign markets, promoting exports, and exploring foreign direct investment opportunities
    • Experience working with processors, traders, cold storage operators on improving their adherence to international standards
    • Experience working with commercial banks to increase loan portfolios targeting the agriculture sector
    • Knowledge of the latest developments in advancing good/best practices in value chain development
  • Agribusiness Capacity Development Specialist
    • Knowledge of the latest agronomy practices including production techniques, marketing opportunities, plant and animal varieties, and equipment
    • Experience designing and delivering capacity building initiatives and training programs
    • Knowledge of agricultural extension and training programs
  • Outreach and Communications Coordinator
    • Experience coordinating a broad set of stakeholders from the senior levels of government, leadership from the business community, and local community representatives
    • Experience developing and executing a communications strategy that includes local organizations, other donor-funded projects, private sector partners and USAID through various electronic mediums, live events, and by working with the media


All candidates must meet the following requirements:


  • Advanced degree and at least 7 years of experience in the relevant area of expertise
  • Experience working on USAID-funded programs
  • Experience working in Azerbaijan or the Caucasus, and/or other Eastern Europe/Former Soviet Union countries preferred
  • Demonstrated management and communication skills
  • Excellent interpersonal skills and demonstrated ability to manage team of long- and short-term consultants
  • English fluency required
  • Knowledge of Azeri, Turkish or Russian language skills preferred
