In 2026, state governments are facing a number of key issues. From affordability to economic growth, from new demands in delivering human services to the rise of artificial intelligence, state governments are facing both significant challenges and new opportunities.
This collection of issue briefs was developed to support state leaders in meeting this moment. Each brief focuses on a specific challenge state governments are navigating right now, from permitting reform and infrastructure investment to program integrity, digital modernization, and emergency preparedness.
Together, this collection shines a spotlight on what it takes to successfully achieve results in government. It isn’t about setting a policy vision. It’s a leadership playbook designed to help state governments execute on issues that matter most today.
The briefs are practical by design. Each one outlines the aspects of an issue, identifies barriers to progress, and offers concrete steps state leaders can take to drive toward a solution. The briefs also include links to more detailed studies for a more detailed analysis of these topics.
The goal is not to prescribe a single policy agenda, but to give incoming and current leaders a working foundation—a set of tools for governing effectively in a moment that demands clarity, speed, and disciplined execution. Our intent is that this collection will help equip state leaders with practical tools for more effective government.
