Capacity for Sustainability (C4S)

The Strengthening Regional, National, and Subnational Institutional Capacities to Sustainably Combat HIV/AIDS and Tuberculosis program [branded as “Capacity for Sustainability” (C4S)] is a five-year Activity (2023 to 2028) funded by the President's Emergency Plan for AIDS Relief (PEPFAR) under the Centre for Disease Control (CDC). 

The Strengthening Regional, National, and Subnational Institutional Capacities to Sustainably Combat HIV/AIDS and Tuberculosis program [branded as “Capacity for Sustainability” (C4S)] is a five-year Activity (2023 to 2028) funded by the President's Emergency Plan for AIDS Relief (PEPFAR) under the Centre for Disease Control (CDC). The program is aimed at providing efficient and effective technical assistance (TA) and organizational capacity development (OCD) support to host country governments and non-governmental institutions and promote locally driven and country-specific solutions that are adaptable, flexible and foster a higher potential for sustainability beyond the program life of this Activity.

The program is implemented by Deloitte (Uganda) Limited, a local institution in Uganda as the prime, and Baylor College of Medicine and Childrens Foundation, a local Uganda not-for-profit organization as the sub-partner. The project is envisaged to be implemented in five countries i.e., Malawi, Kenya, Tanzania, Rwanda and Uganda, with Malawi initially the only country of implementation at the moment.

 

The project objectives are to:

  • Develop and implement partnership building strategies to improve health equity and reduce treatment of AGYW, children and youth and key populations (KPs) through targeted technical assistance. 
  • Strengthen the host government capacity to implement policies and programs to ensure sustainable HIV epidemic control and robust health systems. 
  • Build and strengthen financial and administrative capacity of local organizations to lead sustainable HIV/AIDS and related development assistance programs.  
  • Build and strengthen project management capacity to develop, implement and evaluate HIV/AIDS programs.

The Malawi component will focus on objectives 2,3 and 4 over the five years.
