Patrick Tsang

Patrick Tsang is the Senior Partner of Deloitte China. His focus is on leading Deloitte to promote and support Hong Kong’s continuous success and development as a global financial center and international innovation and technology hub.

Patrick served as CEO of Deloitte China from October 2016 to May 2025 and has also held roles in the Deloitte Global and Deloitte Asia Pacific executives. Under his leadership, Deloitte China remained committed to being the most respected and responsible professional services firm. During his tenure as CEO, the firm made substantial investments in continuously enhancing audit quality and multidisciplinary service capabilities with leading technology and digital transformation initiatives. He has navigated geopolitical challenges and business changes with a deeply locally rooted and globally connected approach. In addition, Patrick led the establishment of Deloitte University (Asia Pacific) in Beijing, which opened in 2024 and is a landmark initiative for region-wide talent development. He also led the launch of Deloitte China WorldClass in 2019, empowering more than 9 million rural talent as of May 2025 through education and skills-building programs to support China’s rural revitalization strategy. These efforts and impact laid a strong foundation for Deloitte China’s sustainable growth and success.

Patrick has over 35 years of professional experience specializing in the Technology, Media & Telecommunication (TMT) industry and providing listing and financing advisory services to Deloitte China’s most strategic accounts in the global capital market. Before becoming Deloitte China CEO, he served as the firm’s National TMT Leader, National Pubic Offering Services Leader, and Eastern Region Managing Partner.

Patrick’s external appointments include:

• Member of the Beijing Municipal Committee of the CPPCC
• Member of the Chief Executive of the Hong Kong SAR’s Policy Unit (CEPU) Expert Group – Economic Advancement Expert Group
• Member of the Steering Committee of the Research, Academic and Industry Sectors One-plus Scheme (RAISe+)
• Member of the Business Advisory Committee of Hong Kong Baptist University
• Vice Chairman of the Hong Kong Association of Registered Public Interest Entity Auditors (PIEAA)
• Director of the Council for the Strategic Agreement on the Development of the Accountancy Profession in the GBA

He is also the Director of Deloitte Foundation, overseeing Deloitte China’s social responsibility programs.

Patrick is a member of CICPA, ACCA, and HKICPA and was named “Distinguished Auditor in the National CPA Profession” by both the CICPA and SICPA in 2011.

He holds a bachelor‘s degree in Business Administration from Hong Kong Baptist University and received the HKBU Distinguished Alumni Award in 2022. Patrick also holds an EMBA degree from China Europe International Business School and has completed the Senior Executive Program and other leadership development programs at Harvard Business School.
