Fortunatus Kibiki is the Country Managing Partner at Deloitte Tanzania and Partner in the Audit & Assurance function. He brings over 18 years of diverse experience serving clients across East Africa. His expertise spans industries, from telecommunications and manufacturing to complex, multi-country entities. Starting at Deloitte in 2006, Fortunatus built his foundation in various sectors before a two-year secondment to the Houston office in United States. There, he honed his skills in oil and gas audits for major international companies, listed on the New York Stock Exchange. During this time, he also developed a passion for pension schemes, later becoming a niche specialist upon his return to Tanzania. Fortunatus has been a key contact for the National Audit Office, tackling challenging assignments in the financial services industry, including national housing, pension funds, and health insurance. He has also played a pivotal role in drafting crucial regulatory documents related to unclaimed assets and financial regulations. Beyond his client work, Fortunatus is a dedicated trainer. He has facilitated training at both the National Board of Auditors and Accountants (NBAA) and internal Deloitte regional sessions on topics such as integrated reporting and ESG. He actively mentors upcoming accountants within the NBAA and Deloitte communities, with a particular focus on supporting women in the accounting, audit, and tax fields. Fortunatus is a Certified Public Accountant (CPA), registered tax consultant and member of The National Board of Accountants and Auditors (NBAA). He is also a proud University of Dar es Salaam alumni holding a Bachelors of Commerce in Accounting. Fortunatus is also a multifaceted individual. Samwel is a Partner in Deloitte Tanzania. Over the last ten years, Samwel has developed hands on expertise in corporate, international tax and transfer pricing, including working in one of the Big 4 firms where for two years he was seconded in Zurich, Switzerland. Samwel has assisted clients conceptualize transfer pricing frameworks, including value chain analysis and transfer documentation and localisation. Samwel’s experience includes working on tax health checks, international tax structuring covering multiple jurisdictions, due diligences, tax advisory and tax compliance services for various clients in telecommunication industry (among other industries) both internationally and in the country. Samwel’s experience also includes being involved in preparation of technical publications and preparation of presentations to the government on tax issues and adoption of best tax practices, which has buttressed his understanding of the Tanzania tax system. He holds a Master’s Degree in Globalisation and Multinational Corporations from SOAS, University of London. He is a member of the Association of Chartered Certified Accountants (ACCA-UK), a Certified Public Accountant (CPA-T) and a registered Tax Consultant.

Festo is an experienced tax advisor with over 11 years of tax compliance and consulting experience in a variety of industries and sectors including financial services industry, manufacturing sector, agriculture sector, energy & resources and the telecommunication industry. His experience includes tax compliance and general tax advisory (both direct and indirect taxes), transaction advisory, restructuring projects, M&A transactions, oil and gas (PSA and transactions) advisory and aviation sector. He holds a bachelor of commerce (accounting) degree from the university of Dar es Salaam, Tanzania and a Certified Public Accountant (CPA-T) and registered with the National Board of Auditors and Accountants (NBAA) of Tanzania. He has also attended key trainings including in transfer pricing, project management and problem solving techniques.

Jacquiline Matiko is an Associate Director in the Tax and Legal department. Jacquiline holds a bachelor's degree in laws, a postgraduate diploma in legal practice, and a Master of Art in revenue law and administration. Jacquiline has tax compliance, litigation, and consulting experience in a variety of industries, including financial services, consumer goods, insurance, oil and gas, aviation, telecommunication, consumer business, manufacturing, and logistics. Jacquiline has managed and participated in a number of assignments involving tax reviews, tax litigation, tax due diligences, tax policy advocacy, tax planning, corporate re-organizations and tax and legal advisory on various business arrangements.
