Howard Jyan is the Partner of Technology & Transformation Service at Deloitte Taiwan and leads the Technology Media & Telecommunications (TMT) industry. He specializes in cybersecurity, information and communication security, audits of Information Security Management Systems (ISMS), compliance with cybersecurity regulations, governance of information security, business process reengineering, and organizational transformation. He also has extensive experience in public sector information practices and cross-agency coordination.
Before joining Deloitte, He served as the first Director General of the National Department of Cyber Security, the first Director of the Information Management Division of the National Development Council, and the Deputy Director and Senior Analyst of the Research and Development Evaluation Committee of the Executive Yuan. He promoted the completion of legislation and implementation of the Cyber Security Management Act and built up security framework in Taiwan, established the joint defense system for government and critical infrastructure, audited information security for the National Information and Communication Security Taskforce of the Executive Yuan, handled contingencies for major information security incidents, promoted the E-government program, the Government Public Key Infrastructure (GPKI), the Government Service Network (GSN), government data openness, and government organizational transformation. He served as a member and the auditor for the certification of the Taiwan Accreditation Foundation (TAF) for the Information and Communications Security Management System Certification Institution.
