Cyber + ALT Grant Scheme

Deloitte Malta Gi3 Alert

22 March 2024

The CYBER + ALT Scheme, (hereinafter, the ‘Scheme’), has been relaunched with a view to support SMEs engaged in an economic activity, to set up new cybersecurity systems or to upgrade or improve their existing cybersecurity status.

The Scheme will assist eligible SMEs through non-repayable grants to finance up to 80% of the eligible project costs. The minimum project value is of €20,000 while the maximum grant amount is of €60,000 per project, subject to the overall capping for de minimis assistance of €300,000 over a rolling period of three consecutive fiscal years for a single undertaking.

The Scheme is expected to remain operational on a rolling basis until 16 June 2024 or until funds are available.

Eligible actions by SMEs should focus on at least one of the following five investment areas, intended to advance the status of their existing cybersecurity capacity:

  1. Threat detection and response
  2. Vulnerability management solutions
  3. Identity and access management
  4. End-to-end data protection
  5. Enhanced cloud-based platform security

Eligible project costs, to be directly linked to the implementation of the new cybersecurity solution to be considered eligible, must relate to the following cost components:

  1. Cybersecurity solutions
  2. Hardware*
  3. Subscriptions, licence fees and managed services*
  4. Staff training costs*, capped at 20% of total eligible purchase cost
  5. Implementation costs*, capped at 30% of total eligible purchase cost

*Necessary, as part of the cybersecurity solution

The cost for cybersecurity solutions and hardware actions will be based on their eligible depreciable cost, determined by reference to their useful life and the rate of actual use for the action in question. The costs for subscriptions, licence fees and managed services, training and implementation, will be their eligible purchase cost.

The grant will be disbursed in 2 phases:

  1. 20% pre-financing at the start of the project; and
  2. 80% reimbursement following completion of the project.

Supported projects are to be implemented by 30 September 2024.
