27 March 2025 – The United Arab Emirates (UAE) Ministry of Finance (MoF) has published Ministerial Decision No. 64 of 2025 and officially launched the Accreditation Service Provider (ASP) Portal, marking a milestone in the country’s e-invoicing implementation. This decision establishes the regulatory and technical framework for e-invoicing service providers, while the ASP Portal allows businesses to apply for accreditation, ensuring they meet the necessary requirements to validate, exchange, and report e-invoices via the Peppol network in compliance with UAE Value Added Tax (VAT) regulations.
With applications now open, businesses will soon have a choice of accredited ASPs to support their e-invoicing implementation. While all accredited ASPs will be pre-approved by the MoF and listed on its official portal, companies must carefully evaluate which provider aligns with their industry-specific needs and operational requirements. Factors such as technical capabilities, data security, business continuity planning, and compliance with business and regulatory obligations will be critical in selecting the right service provider. The Ministerial Decision also specifies eligibility criteria for ASPs, including Peppol certification, tax registration, security standards, and insurance obligations, establishing robust requirements for service providers in the UAE market.
