Country By Country Report and notification filing deadline in Qatar

30 November 2022 - The General Tax Authority (GTA) recently issued a circular for taxpayers and audit firms as a reminder for the deadline of the Country By Country Report (CbC report) for fiscal year ended 31 December 2021 (FY21) and the CbC notification for fiscal year ended 31 December 2022 (FY22), to be submitted on or before 31 December 2022. 

Similar to last year, the CbC report and CbC notification must be submitted on TABADOL portal which is open for filing from 28 November 2022 till 31 December 2022.

Accordingly, the Ultimate Parent Entity (UPE) of a Multinational Enterprise (MNE) group that is resident in the State of Qatar for tax purposes and is not otherwise an excluded MNE Group (i.e., having a consolidated group revenue of QAR 3 billion or more in the immediately preceding fiscal year) is required to comply with the CbC report and CbC notification obligation.


Action points for taxpayers

 

  1. Register or update data on the TABADOL portal

    If the entity was not previously registered in the portal, it must initiate registration via the TABADOL portal.

    If the entity was previously registered in the portal, it must update the registration data, regarding the constituent entity that will submit the notification or file the CbC report on its behalf, with a copy of the authorization letter sent to the office or company attached.
  2. Submission of the CbC report for the fiscal year 2021
    The registered entity must submit the CbC report no later than 12 months after the last day of that year i.e., for FY21, the CbC report must be submitted on or before 31 December 2022 through the TABADOL portal.
  3. Submission of notification for the fiscal year 2022
    The registered entity must provide a notification mentioned in Article 3 of the Ministry of Finance Decision that it is the parent entity of the MNE Group for FY22. This notification needs to be filed no later than the last day of the MNE Group's reported FY22 (i.e., before 31 December 2022) via the TABADOL portal.

    The steps described above are applicable to the parent entity of the MNE groups operating in the Qatar Financial Center, the Qatar Science and Technology Park Free Zone, the Investment Free Zones, Mainland regime and the Media City, unless they are among the excluded entities and in accordance with the provisions of Article 1 of the Minister of Finance Decision No. 16 of 2019.
