COVID-19 reponse oversight

Deloitte Middle East is pleased to provide this white paper to GCC government authorities to assist them in oversight and monitoring of COVID-19 assistance and economic stimulus programs. The publication draws on Deloitte’s global experience assisting governments in times of crisis, and identifies key actions that governments can quickly take as they establish a management and oversight agency to steward the massive outlay of funds under the various COVID-19 economic stimulus and recovery programs.   

Deloitte has developed crucial insight into what it takes to quickly gain a comprehensive view of the deployment funds, to monitor and report on the intended and actual use of funds, and to audit and investigate allegations of misuse when necessary. This hinges on establishing an independent body with the mandate and authority to compel cooperation from all participants in the government’s COVID-19 relief and stimulus programs.  Time is of the essence, and an Oversight Authority must quickly:

• Develop a strategic plan by having a shared vision, a strong mission statement with specific goal objectives, measurable milestones and an articulation of organisational values aimed at protecting the public trust. 
• Establish an organisational structure with key infrastructure and resource components such as leadership, empowerment, directorates and reporting teams.
• Deliver highly effective program management that allows it to fulfill its core objectives around establishing oversight and reporting transparently on the relief and stimulus programs.
