Madeleine Chen is the Chinese Services Group Senior Manager with over 12 years of client servicing experience in the Professional Services industry. Her Portfolio of clients have included leading NOCs, FSIs, Power & Utilities infrastructure developers and contractors.
As a regional leader of the Chinese Services Group, she helps mobilize Deloitte resources and works closely with the project delivery team to structure tailored solutions for her portfolio clients, She is highly experienced and sensitive to the regulatory, operational and technical challenges for new businesses, products and services launch in emerging markets, having worked both in Asia and the Middle East.
Some of her recent experiences include: supporting a leading Chinese bank with Category I Licensing process at one of the UAE’s most prestigious financial free zone; advising a leading Chinese bank on a regulatory advisory report focusing on Freezone best practices in the UAE; assisting a leading Chinese bank with regulatory remediation during their conversion to a branch; advising a HK Listed Co with feasibility assessment of their proposed recycling project in the UAE; supporting a leading Chinese Construction company assess their equity investments in an oil terminal business; assisting a major Chinese power plant builder with their project financing needs for a major gas IPP project in GCC; among others.
She is a graduate of both the London School of Economics and the American University in Cairo, and also conducted research at the Royal Institute of International Affairs (Chatham House) in London, focusing on national oil companies in the Middle East (GCC in particular) and their impact on their respective national economies.
Madeleine has been a regular contributor to Deloitte Middle East’s signature industry publication – GCC Powers of Constructions.
