Key goals of the program include:

  • Supporting organizational competitiveness by aligning skills with anticipated business needs
  • Strengthening employee capabilities through structured upskilling and reskilling initiatives
  • Enhancing overall employability to maintain a resilient workforce

This plan helps companies evaluate workforce readiness, design tailored learning programs, and access public co‑funding to address emerging skill requirements.

Eligibility criteria, funding opportunities, and application process


The Skills‑Plang initiative supports Luxembourg-based companies seeking to develop employee skills in response to evolving business and market conditions. Eligible organizations must meet all following requirements:

  • Operating in Luxembourg for at least three years
  • Headquartered in the Grand Duchy
  • Not in economic difficulty 

Funding covers several aspects of workforce development, with reimbursement rates depending on company size:

  • Anticipating workforce and skill needs: supported from 15% up to 75%, depending on company size
  • Training costs: reimbursed at 50% for most businesses and 40% for large enterprises
  • Salary costs during training: covered between 15% and 50%, depending on company size

To demonstrate that the eligibility requirements are met, companies must submit an application to ADEM including documents that:

  • Provide a clear overview of structural market trends expected to impact the organization in the coming years and outline its strategic direction.
  • Highlight significant needs for employee upskilling or reskilling.

After confirming eligibility, the company must engage an accredited consultant to assess workforce needs, pinpoint the roles and employees affected, and design a customized training program.

2) Application guidance: We provide step-by-step guidance through the submission process to ADEM, ensuring that your application is complete, accurate, and compelling.

1) Workforce and skills analysis: Evaluate current workforce capabilities, identify emerging trends, and highlight skill gaps that may affect strategic goals.

2) Identification of units and roles in transformation: Pinpoint business units and positions undergoing significant changes.

3) Mapping impacted employees: Identify employees whose skills are most affected to enable targeted and effective interventions.

This combined assessment ensures all interventions are data-driven and aligned with organizational priorities.
